It is noted that a document with relevant recommendations has already been signed by the head of THL and the head of one of the departments of the organization. The report says that Russia and Finland are neighboring countries, and also that the effectiveness of “Sputnik V” is comparable to the effectiveness of vaccines approved in Europe. Given the flow of traffic across the border, the requirement to test those already vaccinated for COVID-19 will create problems for both Finnish border posts and travelers from Russia.
