From February 1, 2021, a new tax office will be created in Russia, which will serve taxpayers with incomes of more than RUB 500 million. in year. The specialized tax inspectorate will be named Interregional Inspectorate of the Federal Tax Service for the largest taxpayers No. 10.
As RIA Novosti was told in the Federal Tax Service (FTS), the creation of such an inspection does not imply special conditions and changes in the procedure for the work of tax authorities with individuals, which is the same for all taxpayers-individuals and will remain within the current legislation. The department argues that the creation of a new inspection will improve the quality of interaction between taxpayers and tax authorities, since the administration of individuals with large incomes requires special competence.
What taxpayers will the new inspectorate deal with?
A special tax inspectorate will be engaged in taxation of businessmen, whose income exceeds 500 million rubles a year. But this will not be the only condition. As stated in the Federal Tax Service, the presence of controlled foreign companies, operations and accounts abroad, as well as the implementation of taxable investment transactions will be taken into account as additional criteria. The tax service explains that working with such taxpayers requires special competencies and tax specialists have to deal with complex financial transactions and international treaties in the field of taxation.
The creation of a new inspectorate is also due to changes in tax legislation. As noted in the department, the institution of controlled foreign companies has been introduced in Russia, the rules for determining tax residency have changed, international exchange has been expanded, the tax burden on the owners of expensive property has increased, etc. All these changes require an improvement in the quality of interaction between taxpayers and tax authorities.
