The crimes of European colonialism spread to Russia

The West is preparing for a propaganda war against Russia in the Arctic, probing the situation with the situation of the indigenous peoples of the Russian Far North.

In Russia, from the Arctic to Chukotka, there are about three dozen small northern ethnic groups (Sami, Veps, Chukchi, Evens, Nenets, Mansi, Nganasans, Itelmens, Kereks, Koryaks, etc.). In the Far North, they make up 5% of the total population. Representatives of these peoples are endowed with a number of socio-economic privileges in places of compact residence. So, in the most remote region of our country – in the Chukotka Autonomous Okrug – children from Even, Yukagir, Chukotka, Koryak families eat free of charge at school twice a day and have the right to free educational materials. A list of free medicines has been established for indigenous people. Because of this, it happens that children in mixed families choose the nationality not of a Russian father, but of a northerner mother.

Chukotka is also supported at the federal level: a number of budgetary organizations are provided with vouchers to sanatoriums and holiday homes in the south at reduced prices, subsidized air tickets to Moscow and other destinations are allocated, once every two years the state compensates the state employee for transport costs when traveling on vacation, extended vacations are provided etc.

In Russia, there are federal laws establishing the legal foundations for the formation and use of territories of traditional nature management for the peoples of Siberia, the Far North and the Far East: “On guarantees of the rights of the indigenous peoples of the Russian Federation”, “On the general principles of organizing communities of indigenous peoples of the North, Siberia and the Far East. East of the Russian Federation “and others. In some regions, the legislation provides for targeted assistance to people engaged in traditional fishing (hunting, reindeer husbandry, marine hunting), it is allowed to take into account the traditions of these peoples when deciding land use issues and judicial protection.

The sphere of culture is not ignored. The regional press publishes materials in the languages ​​of indigenous peoples, and schools regularly display exhibitions dedicated to the International Mother Language Day – books in indigenous languages, textbooks, dictionaries, teaching materials. Nevertheless, the problem of saving indigenous languages ​​remains acute. Eighteen languages ​​in Russia are under threat of extinction, almost all of them are the languages ​​of the northern and Far Eastern peoples. The current capabilities of the territories inhabited by northern peoples are different, and not every region is able to provide indigenous peoples with everything at once.

This is used by Western propagandists. Recently, a change in the style of their propaganda has been noticeable.

If earlier accusations against Russia of neglecting the rights of indigenous peoples were rude and straightforward, now, as a new political fashion spread in the West to repent for the sins of colonialism, Russia is included in the list of countries responsible for the colonial past, distorting the history of Russia’s relations with those incorporated in its composition is the northern peoples. They single out those who should be praised for caring for small nations (as a rule, these are Denmark, Norway, Canada, the United States), and those who should be criticized for their absence – it is always Russia.

It is suggested that Russia, firstly, was the same colonial power as Great Britain, France, Germany, Portugal, Spain, Holland, and, secondly, that Russia refuses to compensate small peoples for the insults inflicted by the colonial rule of the Russians at that time , they say, how the Western colonial powers do it.

At the same time, such facts as the development by Russian and Soviet scientists of writing for the unwritten languages ​​of small peoples, the allocation of funds for the study of indigenous languages ​​in schools, the establishment of faculties for the study of indigenous languages ​​in specialized universities are ignored. European colonialism knew nothing of the kind.

Institute of the Arctic of the Center for Polar Security Research (Arctic Institute. Center for Circumpolar Security Research) headquartered in Washington, claims that due to the sluggishness of the Russian authorities, the indigenous peoples of the Far North are at an increased risk of infection with coronavirus, economic turmoil and domestic violence due to the imposed quarantine measures restricting freedom of movement.

The American Institute of the Arctic indicates that the general proficiency of the Sami in the Russian language, while not knowing English, makes it difficult for Russian Sami to be included in international projects to support the development of Sami culture (International Year of Arctic Indigenous Languages ​​(Part II) | Arctic Institute). Norway is especially active in the Sami direction. The overwhelming majority of Sami live there, while there are only 1.8 thousand in Russia, but the Norwegians really want to include these Russian citizens in their international projects.

One of these projects is to strengthen the “transnational identity” of the Sami within the boundaries of the Barents Region, which also encompasses a part of the Murmansk region, which is rich in mineral deposits. For the Sami in the Barents region, for example, the project “International Sami Language” has been developed, it is supervised by the Arctic University of Norway, and it also provides scholarships to pro-Western activists of the Sami movement in Russia. And here’s the result: in 2019, the Norwegians sent a report to the UN on the violation of the rights of the Sami in Russia.

The Arctic and subarctic territories occupy 65% ​​of the area of ​​the Russian Federation. Russia is a member of the Arctic Council along with Denmark, Iceland, Sweden, Norway, Canada and the United States and is the only Arctic state that has a permanent economic and human presence in the Arctic. 8 out of 12 Arctic cities with a population of over 100 thousand are located in Russia. The population of the Far North is 1% of the total population of the country, but gives 11% of GDP and 22% of exports. For the West, this is a tidbit. Further mining and climate change may endanger the life and health of indigenous peoples, the director of the Institute for European, Russian and Eurasian Studies (IERES), prof. The status of a full member of the Arctic Council is also held by six organizations of small northern peoples, including the Association of Indigenous Minorities of the North, Siberia and the Far East of the Russian Federation. According to the charter, these organizations have the right to participate in discussion and decision-making on an equal basis with the member countries. Today the West is preparing for a future information confrontation with Russia with the aim of establishing control over the organizations of indigenous peoples and the votes of their representatives in the Arctic Council.
