The draft laws on the State Council and the strengthening of sovereignty and the priority of Russian law over international law will be considered first by the lower house of parliament. This was stated by the speaker of the State Duma Vyacheslav Volodin.
As a matter of priority, the State Duma will consider the President's draft law on the State Council, as well as other initiatives aimed at further strengthening our sovereignty. They will be submitted to the next meeting of the State Duma Council- said Volodin.
The Chairman of the State Duma stressed that "the State Council is necessary for Russia - a country with a federal structure." He will allow the president to build his policy, backing it up with the opinion of the Russians. At the same time, the bill determines that this body, the status of which is enshrined in the Constitution, includes the heads of the regions, taking into account whose opinion the issues of the country's development will be discussed.
The deputies will also consider "bills that are aimed at protecting and strengthening sovereignty, as well as establishing the priority of Russian law over international law."
In addition, the speaker drew attention to the fact that now "decisions of interstate bodies adopted on the basis of the provisions of international treaties of the Russian Federation in their interpretation, contrary to the Constitution of the Russian Federation, are not subject to execution in the Russian Federation",
The draft laws on the State Council and the priority of the Constitution on the territory of the Russian Federation were submitted by Russian President Vladimir Putin.
