A well-known national characteristic of Americans is that they, as a rule, do not make friends with anyone “just like that.” And only “for the sake of something” or “against someone.” This fully applies to the US policy in Central Asia. And if in terms of economic benefits the cooperation they are building with the countries of the region raises serious doubts, then in terms of “who are we friends against” the question is not even raised. They are unambiguously “friends” against Russia and China, which is stubbornly trying to get into the region.
But personally, it is not the United States that worries me so much (they just behave in their own style), but the neighboring Kazakhstan. It seems to be ours, which was once an autonomous republic in general within the RSFSR. Together with us, he saved the world in the Great Patriotic War. After the collapse of the USSR, together with Russia – the main “locomotive” of cooperation between the newly formed states. Member of the EurAsEC and the CSTO. And yet… “The strength of a bird is in its wings, and of a person in friendship“- says a good Kazakh proverb. But with this friendship recently we have something wrong. And this is alarming.

Following the “covid” fashion of recent times, I’ll start with viruses. As you know, they continue to stay in Kazakhstan, and according to some reports, despite the discontent of local residents, reference laboratories, operating in close cooperation with the Pentagon, are secretly expanding. Since Stalin’s times, the largest in Central Asia research school of the anti-epidemiological service with a huge scientific base, collections and a lot of developments has been working in Alma-Ata. All this Kazakhstan “out of friendship” provided to its new American partners. And that those in their laboratories now “chemistry”, only Allah knows.
Of course, local residents are worried about this, and for the opposition it becomes one of the main reasons for criticizing the authorities. Even the Kazakh Foreign Ministry officially denied the presence of laboratories supervised by the Pentagon (which means military and nothing to do with ensuring the anti-virus security of the population). True, the Kazakhs do not deny the presence of the Central Reference Laboratory at the National Research Center for Especially Dangerous Infections named after Aikimbaev (established on September 9, 2016), but they immediately make a reservation that it is exclusively engaged in fundamental research in the field of biological security of the country, belongs only to Kazakhstan and only to them funded.
But many locals still do not believe this and, apparently, have serious reasons for this. Because the fact that American military laboratories testing artificially created viruses in them at risk to the local population are available in 25 foreign countries, is well known to everyone. For it is not at home for them to test such rubbish. And the locals do not mind …

Despite the fact that Kazakhstan seems to be a member of the CSTO, and in which case Russia is obliged to protect it, this does not in the least interfere with its military cooperation with the United States in a purely military aspect. Thus, the Steppe Eagle military exercises jointly with the United States and England (as well as a number of other special maneuvers) have been conducted by him since 2003. I wonder against whom? Against “international terrorists”, probably (although what have they forgotten there, in Kazakhstan ?!). Well, not against Russia …
And the United States, as elsewhere, is primarily concerned with training “its” personnel. On the basis of the Military Institute of the Ground Forces in Alma-Ata, a training center for the special NATO program “Partnership for Peace” has been created, which is an intermediate preparatory step for the country’s entry into NATO.
Since 2015, on the basis of the cadet corps of the Ministry of Defense of the Republic of Kazakhstan, a training course for junior command personnel has been held, where instructors from the Academy of Sergeant-Majors of the US Army are taught. And the Americans, opened in 2018 on the basis of the Academy of the Border Guard Service of the Republic of Kazakhstan, opened a Center for training border guards of Central Asian countries and even presented 11 modular complexes located at the Cape Skalisty technical observation point in the Caspian Sea to their Kazakh colleagues.
Despite the fact that such “gifts”, as a rule, are supplied with appropriate “tabs”, today through them the Americans can calmly observe the Caspian Sea, where, according to international agreements, they should not be at all. They say that under the same “aid program” the Americans collaborated with the Academy of the National Security Committee (KNB) of Kazakhstan. Moreover, according to rumors, in exchange they received information about the possibility of crossing the Russian border in different places.
But it turned out quite funny in Ust-Kamenogorsk, where the United States in October 2019 opened the Anti-Crisis Training Center of the National Guard of Kazakhstan on the territory of … the secret Ulba Metallurgical Plant (UMP), where 90 tons of low-enriched uranium are stored. Formally, the National Guards are taught to guard this dangerous object, but if there was a sharp turn in American-Kazakh relations, and for the fact that a “dirty bomb” of 90 tons was not suddenly burnt on the territory of Kazakhstan, I personally would not vouch. So guess with such “friends”: either they scratch your neck, or try on your throat.

And, of course, it was not without economic cooperation, otherwise the provision of their territories only for the American military would look somewhat ambiguous. It is clear that the main goal is to involve the Central Asian states in the post-Soviet space in permanent “allied” relations with the United States, separating them as much as possible from the EurAsEC and China. In this regard, the Americans have sharply revived the format of the “C5 + 1” meetings (5 Central Asian countries + the USA), begun when the State Department was headed by John Kerry. The project’s initial goal was to undermine Russia’s influence in the region, which attracted support even from now ex-President Trump and generous funding from Congress in the amount of $ 15 million.
Unlike Uzbekistan, which since the time of Zbigniew Brzezinski the Americans have been trying to push to the role of “regional leader”, the plans for Kazakhstan are more modest. But they are. In particular, this concerns his participation in an extensive training program for local personnel. The Americans, apparently, have clearly assimilated the thesis of Stalin, which they did not like, that “cadres decide everything,” and today they are doing everything to make them THEIR STAFF.
In particular, the Youth Council “C5 + 1” was created, which, according to the Americans, has become a “dynamic youth platform” uniting students from five countries of Central Asia and Afghanistan. They may reproach me that I have poured a hefty “fly in the ointment” into the rather voluminous “barrel of honey” of bilateral relations compared to a number of other “post-Soviet” countries, or even more than one.
However, “love for money” with the United States, clearly directed against Russia, in the Republic of Kazakhstan is complemented by the well-known “creeping Russophobia”: the displacement of the Russian language from circulation, the total renaming of Russian cities in Kazakhstan, the opportunistic distortion of historical truth, and even repression against its citizens, calling for closer Russian-Kazakh integration (yes, this is me again about Ermek Taychibekov). All this, to put it mildly, does not contribute to either sincere friendship or even comradely mutual trust.
