The document lifts the ban for governors to remain in office for more than two consecutive terms. But it deprives them of the right to call themselves presidents. The heads of the regions will be called the heads of the subjects of the Federation – and nothing else.

Also, the draft law will allow the head of state to remove any governor from office – simply because of the loss of confidence. According to the current legislation, the president still needs a reason to terminate his powers – the identification of facts of corruption or a conflict of interest. If trust is not lost, and punishment of the head of the region is required, the president will be able to issue a warning, a reprimand to the governor and even temporarily suspend him from office.

“The current law has undergone tremendous changes. It was changed 187 times and turned into a patchwork quilt. There are some norms that repeat those that are already spelled out in the laws, but there are norms that have “migrated” into completely different legislative acts concerning the organization of power in the constituent entities of the Russian Federation, but are not included in this law, ”said one of the authors of the bill, the head of the committee State Duma for State Construction and Legislation Pavel Krasheninnikov… The adoption of the amendments, he said, will require changes to more than 60 federal laws and regional charters. The new law is planned to be finally adopted in December, and its key provisions will come into force on June 1, 2022.

Chairman of the State Duma Viacheslav Volodinexplaining the need for the adoption of the bill on power in the regions, he emphasized that the law significantly affects the state building of Russia. “For the first time, the principle of the unity of the public power system was enshrined in the country’s Basic Law. For its implementation, the laws on the government and on the State Council have already been approved earlier. Now the next step is the adoption of norms concerning the activities of the legislative and executive authorities of the constituent entities of the Russian Federation, ”he said.

In the State Duma, according to him, political issues should be resolved – together, with the understanding that decisions must necessarily work to strengthen the role of the state, to protect sovereignty. “We need to approach all these norms very carefully, but at the same time the regional authorities should get more freedoms and opportunities in those issues that do not encroach on the sovereignty of our country, on its cohesion,” Vyacheslav Volodin is sure.

Nevertheless, it was not without controversy. The norm on governor’s terms seemed ambiguous to the deputies. “We will not support the bill, despite the fact that the communists are statists,” said the deputy from the Communist Party of the Russian Federation Yuri Sinelshchikov… – We help to strengthen the vertical of power, but we cannot strengthen state power by authoritarian methods. It is necessary to strengthen it through democracy. According to this bill, governor’s terms can be “zeroed”. The dismissal of governors will now happen very quickly and without any explanation. The people’s right to recall the governor is eliminated. The powers of the State Council are expanding. He will take away the rights from the Constitutional Court. Now disputes between the federal government and the regional (municipal) government are decided by the Constitutional Court. Now many of these disputes will be considered by the State Council. All possibilities for strengthening the presidential power were exhausted last year. We believe that this issue should be brought up for consideration in parliamentary hearings ”.

Another communist deputy, first deputy chairman of the State Duma committee on labor, social policy and veterans affairs, spoke in the same spirit. Nikolay Kolomeitsev, stressing that the draft law on public power is “a law of transition from a federal state to a unitary state. This law will infringe upon the rights of both regions and local self-government, but the rights of the President of the Russian Federation will be unjustifiably expanded. ” The deputies of the Communist Party faction proposed to finalize the bill for the second reading, prescribing in more detail the delineation of powers between the federal authorities, the authorities of the constituent entities of the Russian Federation and local governments. “The faction proposes to establish in the law that deputies of all levels have the right to hold meetings with voters, both indoors and on the streets, without any restrictions. The deputy must notify the executive authority about the upcoming meeting, but he must not agree on the possibility of holding this event, ”said Yuri Sinelshchikov, a deputy from the Communist Party of the Russian Federation, during the plenary session.

Leader of the LDPR faction Vladimir Zhirinovsky called for the return of Russia to a single, centralized state, “because a federation is destructive.” “Why is the law bad? He’s weak. It has to be said for a long time that the federation is unacceptable for Russia, and there is no federation in its pure form anywhere in the world, ”said the leader of the Liberal Democratic Party and added that the term of office of the heads of the regions should be one.

Deputy of the faction “Fair Russia – For the Truth” Anatoly Lisitsyn stated: the reason for the appearance of the bill was the insolvency of the regions, 70 percent of which are credited and cannot cope with their problems. “Today the main regional social problem on the agenda is the poverty of the population of the province. Moreover, poverty is not only a person who is unable to support his family, but also the poverty of the environment – where our families live, where the courtyard area has not been converted from Soviet times to order, ”he said. And he clarified: “almost all subsidized regions and settlements are not able to fulfill” the powers that were released on them.

On the eve of the first reading of the draft law “On power in the regions” in the State Duma, the parliament of Tatarstan unanimously adopted a resolution against the document, according to which the head of the republic would not be called “president.” The dispute over the name of the post of the head of Tatarstan is part of a long-standing conflict related to the delineation of powers between the federal center and the republic. “We believe that in the presented version the draft law departs from the establishment of general principles of legal regulation of the activities of state authorities of the constituent entities of the Russian Federation,” said the head of the Committee of the State Council of Tatarstan on state construction and local self-government Albert Khabibullin… Chairman of the State Council of Tatarstan Farid Mukhametshin expressed the hope that the “caution of the parliament of the republic” and the rejection of the Klishas-Krasheninnikov law by the deputies of Tatarstan will make it possible to make significant changes to the bill.

The reluctance of the deputies of the Tatarstan parliament to support the bill, according to which the president of the republic will become the head of the region, is an expression of their “opinion, which is expressed and it is noteworthy that different opinions are expressed within the framework of the working process,” said the press secretary of the Russian president Dmitry Peskov… At the same time, according to him, in the future it is necessary to come to uniformity. Thus, it can be assumed that Moscow will not abandon the idea of ​​depriving Tatarstan of one of its remaining privileges. Perhaps Kazan will again be taken – this time by starvation?
