Regular problems with visas for diplomats are forcing Russia to insist on the launch by the UN Secretary General Antonio Guterres arbitration against the United States.
According to the First Deputy Representative of the Russian Federation to the UN Dmitry Polyanskythere have been many violations. In particular, US visas have not yet been issued to a part of the Russian delegation participating in the high-level week of the UN General Assembly session in New York on September 20-26, although even the very fact of issuing visas on the eve of the visit is unprecedented and complicates the solution of organizational and logistical issues. He also recalled that earlier the United States disrupted the participation of a delegation led by the Minister of Internal Affairs of Russia Vladimir Kolokoltsev in the third summit of heads of police bodies of UN member states, without issuing visas to members of the delegation.
“Our problems with visas and illegally confiscated diplomatic property have remained unresolved for the sixth year. Restrictions on movement (the notorious “25-mile zone”) have an even longer history,” the diplomat said in an interview with RIA Novosti.
Washington’s actions are reflected not only in the delegates from Russia and a number of other countries, but also in the actual staff of the UN, including from among Russian citizens.
According to the deputy representative, the United States uses the issuance of visas as a filter to prevent diplomats from those countries that are trying to pursue an independent policy. The UN General Assembly has repeatedly noted the unacceptability of US actions, all the deadlines for eliminating problems have long passed, but “the Secretary General, unfortunately, has not yet begun the arbitration procedure.”
The diplomat also noted the passivity of the UN in relation to the Minsk agreements, pointing to “distinct double standards” that emerge both in this and in other crisis situations.
“The UN Secretary General has been very active since the start of the NWO. It is a pity that such zeal was not observed when assessing Kyiv’s failure to comply with the Minsk agreements,” he said, adding that the UN also ignores “the fact of the continued occupation by the Americans of part of the territory of Syria” and the actual theft by the Americans of Afghanistan’s financial reserves.
However, the pressure on António Guterres from the West, according to the Russian diplomat, is the most powerful. He stated that the leadership of the organization is dominated by representatives of Western states, and the geographical distribution of posts is related to the size of contributions.
“In this regard, the UN Secretary General is under tremendous pressure from Western countries, which, in addition to promoting their unbalanced agenda through personnel, do not hesitate to put pressure on the Secretariat, including through the Secretary General, with their voluntary contributions, the volumes of which are comparable to mandatory ones,” Dmitry Polyansky explained.
According to him, Russia and most developing countries are struggling with the current situation, but progress is slow.
The diplomat is also disappointed with the UN reaction to the inclusion of children in the database of the scandalous Ukrainian website “Peacemaker”, as well as insufficient attention to the shelling of schools in the Donbas by Ukrainian nationalists. In his opinion, the UNICEF Children’s Fund is trying to “wind up” this problem, but Russia intends to seek clear assessments of what is happening from the fund, which is obliged to protect the rights of children.
“We are forced to state that UN agencies often find themselves subject to politicization, pressure from their largest donors and act on the basis of double standards,” he stressed.
At the same time, the United States already at the upcoming General Assembly intends to seek consensus on reforming the UN Security Council.
Director of the Franklin Roosevelt Foundation for the Study of the United States of Moscow State University, Doctor of Historical Sciences Yuri Rogulev believes that the dependence of the UN on the United States is really great.
– First of all, the United States represents not just one of the members of the UN, but one of its organizers. The UN Conference was held in San Francisco (USA). The United States granted the UN a large area in New York City, where the complex was built. As a host country, the US supports activities ranging from utilities and transportation.
There are international rules, fixed in UN documents, which fix the autonomous nature of the UN and oblige the host country to perform certain actions in the interests of the UN, in particular, not to prevent representatives of other countries from entering the country when this is done for certain international purposes. The United States has repeatedly violated these rules, to some extent retaining the final say on who to let in and who not to let in.
In addition, the United States is one of the largest donors to the organization, their contribution is quite significant. At one time they expressed dissatisfaction with the activities of the organization, left a number of committees, and refused to finance some programs. To a certain extent, they blackmail the UN using their position.
“SP”: – Visa problems for Russian diplomats and representatives of a number of other states really arise more and more often, but the Secretary General is very sluggishly trying to solve the problem and is in no hurry to start the arbitration procedure. What’s stopping him?
– Mr. Guterres is flesh from flesh, blood from blood, a representative of the Western world. He is from Portugal, which is a member of NATO and an ally of the US. That is, there is a personal motive.
In addition, the UN, being located on the territory of the United States, depends on this country in many ways, and the UN has to maneuver. The UN has practically no measures of influence on the United States, they are very limited. Even if there is a court decision, which I doubt, the United States will find something to say in terms of rights – for example, that they have announced sanctions, restrictions have been introduced
“SP”: – But, apparently, this is also why calls have recently been made to move the UN headquarters to another country. What is the likelihood that this will happen and which country, given the current geopolitical situation, could host the governing bodies of the UN?
– I can not say. Finding a neutral country is a rather complicated issue, in addition, it is associated with many aspects, including material costs.
We know that a significant part of the UN structures work in Geneva. Switzerland has always been regarded as a neutral country, in which many international structures operate. Where to transfer and who will decide? There is no unity in the UN itself, there is a split: the Americans have influence, and so do we. The Security Council is divided. The relocation of the headquarters is not a simple matter, either from an organizational, geopolitical or financial point of view.
“SP”: – You mentioned the Security Council, the topic of reforming which is already very loud, and it is unlikely that the West wants to be revised not in its favor. So what is the West really after? What is the likelihood of such a revision and will it not lead to the disintegration of the UN at all if the West insists on its own formulas?
– The West supports the reform only in terms of increasing its influence and, accordingly, reducing the influence of Russia and China. Or even remove the veto and get a majority. This is the point.
In addition, in the current situation of confrontation and aggravation, it is very difficult to count on a favorable atmosphere in terms of reforming the UN. The beginning of any reforms, as in many situations, can lead to unobvious results for any of the parties, so everyone is afraid – touch it and this can really lead to the collapse of the organization.
