The Government of the Russian Federation has submitted to the State Duma a bill “On self-propelled vehicles and other types of equipment.” Document text published in the electronic database of the lower house of parliament.
The explanatory note notes that at present in Russia there is no federal legislative act regulating the operation of such equipment.
According to the draft law, state registration of self-propelled vehicles will be mandatory. Information about them will be entered into the Federal State Information System for Accounting and Registration of Tractors, Self-Propelled Vehicles and Trailers for them (FSIS USMT).
The document will also oblige the owners of self-propelled vehicles and trailers to insure their equipment. In this case, insurance will be carried out subject to technical inspection.
The issuance of passports for self-propelled vehicles and other types of equipment will be regulated by the norms of the Eurasian Economic Union. The tractor driver’s license will be issued for ten years. In addition, a temporary certificate is provided for a period of two months.
We will remind, on the eve of the head of the Russian Federation Vladimir Putin signed a decree on the control and supervision of vehicle inspection. The new rules for vehicle inspection come into force on March 1, 2021.
