State Duma deputies on Tuesday in the first reading adopted a presidential bill on a new procedure for forming a government, taking into account the amendments to the Constitution of the Russian Federation adopted this summer, the website of the lower house of parliament says.
It is worth recalling that the document was submitted for consideration by the country's President Vladimir Putin on September 22. This bill determines the status and place of the Cabinet in the system of public power, in addition, it fixes the procedure for its formation with the participation of parliament, powers in various fields, and also provides for restrictions for members of the government.
According to the draft, the executive power in Russia is exercised by the government and other federal bodies under the general leadership of the head of state. At the same time, the Russian leader will now be able to appoint a new prime minister, his deputies and federal ministers only after their approval by the State Duma.
In addition, in accordance with the new formation procedure, the president has the right to dismiss any member of the government without his dissolution. The departure of the head of the Cabinet also no longer automatically entails the departure of cabinet members.
Earlier, the State Duma approved a law on vesting the RF Cabinet of Ministers with powers in the field of state regulation of ensuring the uniformity of measurements.
