The State Council will have no power

The bill on the State Council does not provide for the vesting of its powers. This was stated by the chairman of the Federation Council committee on constitutional legislation Andrei Klishas.

It will not be a body of state power. The State Council will participate in the approval of the criteria for the effectiveness of the heads of regions and the determination of measures to encourage them, in the development of foreign and domestic policy objectives, in the discussion of the parameters of the draft budget, - clarified senator in an interview with RIA Novosti.

The State Council was originally conceived and functioned as an advisory body under the president to "ensure the coordinated functioning and interaction of government bodies." Vladimir Putin proposed to reform it and consolidate its status in the Constitution in early 2020.

Today, the head of state submitted a bill on the State Council for consideration to the State Duma. According to the document, the State Council will be headed by the president of the Russian Federation, it will include the prime minister, speakers of both chambers of parliament, the head of the presidential administration and the heads of regions. The chairman and members of the State Council will participate in its activities on a voluntary basis. The advisory body will consist of a presidium, commissions and working groups in the areas of activity, wrote.
