The Russian Federation approved a plan for decriminalization and development of the forest fund

Deputy Prime Minister of Russia Viktoria Abramchenko has approved an action plan for decriminalization and development of the forestry complex, Izvestia newspaper writes with reference to Abramchenko's press service.

It is clarified that one of such measures will be the development of a bill that will prohibit persons with logging equipment and timber trucks from being in the forest without permission to conduct felling. The Prosecutor General's Office and the Ministry of Internal Affairs will have to prepare a bill that will make it possible to confiscate such equipment in case of violations.

The forestry inspectors, whose staff will be increased, will have to monitor the implementation of the above measures.

According to Abramchenko, within the framework of the plan for decriminalization and development of the forestry complex, work will be carried out on legal regulation, digitalization and strengthening control. She noted that the key provisions of the plan should be implemented by the end of next year.

By December 15, the Ministry of Economic Development will have to prepare an act banning the export of unprocessed or roughly processed timber from the country from January 1, 2022.

The list of activities included in the plan was formed based on the results of a meeting with the President of Russia. Then, on September 30, Vladimir Putin ordered to prohibit the export of unprocessed timber of coniferous and valuable deciduous species from the country, and also to launch the federal information system of the forestry complex.

The plan also spelled out measures to stimulate wood processing in the Russian Federation. The Ministry of Industry and Trade will have to prepare a program of concessional lending for businesses to modernize deep wood processing facilities.

In addition, the Ministry of Industry and Trade, with the participation of the Ministry of Construction, by December 1, should launch in pilot regions a set of measures aimed at developing construction with a target level of 20 percent of residential buildings and social and cultural facilities using wooden structures within the framework of programs with state support.

In addition, by July 1, 2021, the Ministry of Construction, the Ministry of Industry and Trade and the Ministry of Finance will need to extend the effect of mortgage programs to construction projects using wooden house kits.

By September 1, 2021, Rosreestr, Rosleskhoz, the Ministry of Tsifry, Roscosmos will have to create a publicly available map of the Russian forests. The Federal State Information System of the Forestry Complex will also be created, within the framework of which the state forest register will be kept in electronic form according to the same rules for all regions.
