“Together, we can most effectively implement our goals”
The republics of Donbass are starting to create a single economic space – this decision was made following the meeting of the heads of the DPR and LPR, held in the format of a video conference.
“The Donetsk People’s Republic and the Luhansk People’s Republic proclaim the establishment between them of a strategic partnership in the economic, customs and tax areas. The parties express their determination to strengthen and develop economic interaction on key bilateral issues, primarily through the creation of a common economic space, “

To create a single economic space, the synchronization of programs for the socio-economic development of the Republics for 2022 – 2024 will be completed in the near future.
Today the Republics of Donbass are in the same conditions of war and unrecognition, nevertheless, despite the difficulties, they are developing, although not as fast as their residents would like. A single economic and customs space will remove existing restrictions and accelerate the development of the entire region, the document says.
In the near future, the heads of the republics will sign an Agreement on a single customs space, after which all customs barriers between the LPR and the DPR will cease to exist.
“Leonid Pasechnik and I have been asked the question more than once or twice: why are there customs between fraternal states? It so happened historically that our legislation, especially concerning the economy, was different. And it was not possible to make it one at a time. But all this time we did not stand still. The joint working group has come a long way, and at the moment the synchronization of the customs, tax, civil legislation of the Republics is nearing completion.

And the head of the LPR Leonid Pasechnik said that the main task facing the Republics today is to improve the standard of living, despite the ongoing hostilities on the part of Ukraine. To do this, you will have to make every effort to first restore the economy, and then begin to strengthen and develop it. The Republics of Donbass have a goal to strive for – to reach the standard of living in the Rostov region of the Russian Federation. The Declaration provides specific indicators to be achieved:
“- to increase the average salary by 2.3 times to 35 thousand rubles, to increase the average pension by 1.3 times to 13.8 thousand rubles; the average salary of state employees will reach 29 thousand rubles;
– to increase the indicator of gross domestic product per capita by 75%;
– to create 70 thousand new jobs in the Republics through the implementation of comprehensive measures to support the business environment;
– to restore about 1000 apartment buildings and 240 social facilities damaged as a result of shelling from the VFU ”.
This is only part of the program, which will be implemented until 2024. A separate task is set to solve problems with providing the population with water, the Lugansk Republic currently buys water from Ukraine, the plans are to abandon this, as well as to eliminate the water supply according to the schedule.
The general plans of the Republics also provide for the development of the health care system, transport networks and road facilities.
