The Ministry of Finance and the Central Bank did not support the proposed CHI reform

Representatives of the Bank of Russia and the Ministry of Finance believe that the proposals for reforming the CHI system do not take into account the interests of insurers, and the authors of the bill did not calculate the consequences of such changes.

The bill submitted by the government to the State Duma suggests, among other things, transferring the powers of insurers to organize medical care provided by federal medical organizations to the Federal Compulsory Medical Insurance Fund (FFOMS). Such an initiative excludes private insurance companies from the process, writes newspaper "Vedomosti".

Also, the bill halves the amount of financing the costs of doing business by insurers.

The bill is intended to increase the availability of high-tech medical care provided on the basis of federal centers for the most severe patients who need such care, and protects the interests of patients. Unfortunately, at the moment in a number of regions there is a deficit in the availability of such assistance- said the assistant to the Minister of Health of the Russian Federation Alexey Kuznetsov.

At the same time, the representative of the Bank of Russia Yekaterina Abasheva noted that such an initiative hits insurance companies too hard.

In terms of the costs of doing business, the draft law does not contain any financial and economic justification that would indicate that its halving is in any way acceptable for those companies that are currently operating in the market., - she said.

A colleague from the Central Bank is supported by Alexander Itselev, deputy head of the insurance regulation department of the financial policy department of the Ministry of Finance.

The insurers themselves the day before sent a letter to Prime Minister Mikhail Mishustin, in which they criticized the bill proposed by the government.

We believe that the solutions proposed by the draft laws will lead to a decrease in the quality and availability of medical care., - representatives of insurance companies are sure.
