The Office of the Investigative Committee for the Krasnoyarsk Territory and Khakassia has opened a criminal case over expired drugs for beneficiaries, according to the agency's website.
The case of negligence, resulting in particularly large damage (part 1.1 of article 293 of the Criminal Code), was initiated against "unidentified" officials from the regional Ministry of Health.
As the investigators found out, from 2018 to February 2020, officials of the Ministry of Health issued an application for the purchase of the drug for beneficiaries. However, his need was not determined quantitatively and qualitatively.
As a result, in August 2018, the Ministry of Health signed a state contract with one of the pharmacies for the purchase of the drug, which was supposed to go through three stages. A total of 1,725 packages of the drug were purchased for the beneficiaries for a total of 30 million rubles. The drugs were kept in the warehouse for 2 years. Expired in February 2020. The total cost of unspent medicines was 15 million rubles.
Investigators believe that the budget of the Krasnoyarsk Territory has suffered material damage totaling about 15 million rubles.
