“United Russia” on Thursday, February 11, submitted to the State Duma a bill on guaranteed income of debtors in the amount of the subsistence level, protected from collection for debts.
One of the authors of the document, the first deputy head of the faction, Andrei Isaev, spoke about the key aspects of this initiative in an interview with Rossiyskaya Gazeta.
The new regulations are expected to come into force on September 1, 2021. The interlocutor of the publication called this project an important step towards the introduction in the country of a guaranteed minimum income for every Russian.
As Isaev explained, the law applies only to those who receive income in the form of pensions, benefits or salaries on a bank card. So, if the law is adopted, a citizen must apply to the bailiffs with a statement, indicating one account in a credit institution, to which he will receive monthly income in an amount not lower than the subsistence minimum of the able-bodied population.
After carrying out such a procedure, the bank will be notified that it will not be able to write off funds from it in the amount established in the order of the bailiffs. It is noteworthy that the bailiffs, when deciding on the commencement of enforcement proceedings, will have to notify the debtor of his capabilities.
