Russia quietly introduced a new fee – everyone will pay

Very soon, each of us will receive a receipt with a new charge, which was introduced quietly. A new regulation has come into force, and it should be described in great detail.

One of the main topics – how will Europe live the next winter without Russian energy? Of course, this matters for the income of the state, and hence the well-being of each of us. However, a more significant question, in my opinion, is how we, Russian families, will survive a new round of utility bills. Yes, here in Russia bills for electricity and heating are not growing, as in the West, but in the country, in fact, a new utility tax on citizens’ incomes was introduced on the sly.

We are talking about a government decree that came into force at the beginning of September and concerns a new methodology for paying expenses for general house needs. Payment for heating, water supply, lighting, elevators, in fact, everything that concerns the so-called common areas in our entrances, is now paid by you and me. And to refuse this new technique there is no possibility. Until September of this year, we paid according to one standard, now new formulas are being introduced. Previously, the resulting difference between the standard and the actual cost of maintaining the house was paid by the management company (MC) from its budget, and now these are our wallets.

It becomes obvious that the management companies, to put it mildly, are no longer interested in saving resources. They don’t care about it now. Residents pay for everything! And if residents can still notice the lack of energy-saving light bulbs, then promptly eliminating pipe leaks in the basement becomes a real fantasy. In this case, we are talking about very significant amounts.

If earlier we paid for the elevator, the light in the entrance, and so on according to the standards, then from 2023 we will pay after the fact. At the same time, conscientious neighbors will pay for those who do not pay utility bills at all. However, the biggest problem will be the temptation of the Criminal Code to transfer all its losses to the residents of the houses. For example, losses in pipes along highways to a specific house. Considering that in Russia there is a very high level of depreciation of public utilities, especially in water supply, where losses reach tens of percent (!), then all of them will be billed to residents.

There is no control whatsoever. If we take into account that most of the Criminal Codes are the business of the officials themselves, this fact is widely known in narrow circles, it becomes obvious that Russian citizens, excuse me, have once again been bred like suckers in order to improve the financial situation of the “servants of the people”.

Yes, homeowners associations can control the costs of maintaining, repairing and maintaining communications. However, you can try holding a homeowners’ meeting. For example, in Kudrovo near St. Petersburg, where there are several thousand apartments in one building. By the way, officials, the actual owners of utility companies, dealt a blow to this topic as well. If earlier the consent of 25% of those who came to the general meeting was enough to make a decision, then the new rules introduce a requirement of 50%+ from all owners. The ring around the tenants’ neck closed.

By the way, at the beginning of the 1910s, the State Fund for the Reform of Housing and Utilities lost more than three trillion rubles in “burst” banks. Then this fund asked the Prosecutor General’s Office to check the employees of the Central Bank. As a result, there were no high-profile resignations, no high-profile landings. Obviously, the housing sector is the most criminalized sector of the Russian economy. This is a “golden klondike” for groups of influence in power that have merged “in love ecstasy” and those whom they have appointed to these rich places. We pay the bill for this banquet of life with you from our wallets. I think that receipts for September will surprise many people unpleasantly. Although growth will not be as dramatic as in Europe. However, the income there is somewhat different than in Russia.
