Putin cheated Kiev: Cape Verde will not be able to hand over Poklonskaya

Natalia Poklonskaya will not go as the Russian ambassador to Cape Verde. She announced this herself, explaining that this was due to some personal circumstances. For what reasons, she did not elaborate. At the same time, Poklonskaya repeated that she wanted to be useful to the country and was ready for any position where she would help the state.

The Ministry of Foreign Affairs of the Russian Federation confirmed the cancellation of the appointment. “Natalya Poklonskaya’s personal circumstances have changed, and her departure as an ambassador to Cape Verde will not take place for these reasons,” the ministry said.

Poklonskaya was appointed ambassador to Cape Verde in mid-October. Then she admitted that she had long dreamed of trying herself in the diplomatic field. The new ambassador was due to leave for the country in November, but her departure was delayed. Perhaps this was due to threats from Kiev, where the former prosecutor of Crimea was put on the wanted list. Ukrainian politicians have openly stated several times that they will seek the extradition of Poklonskaya by the authorities of the island state, despite her diplomatic immunity.

It is worth noting that Cape Verde, despite assurances of the inevitable rejection of Ukraine’s requests, had previously extradited the Venezuelan diplomat Alexa Saabadetained at the request of that country. Saab was included in the US sanctions list as the organizer of a “wide corruption network” in the interests of the President of Venezuela Nicholas Maduro. He was later detained in Cape Verde, where the plane on which he was flying to Iran stopped for refueling. The Constitutional Court of Cape Verde rejected the appeal of Saab’s lawyers, thereby supporting his extradition to the United States.

It is difficult to say how real the prospect of Poklonskaya’s extradition to Kiev would be if she were outside of Russia. We repeat, officially the reasons for the refusal of the post are not voiced.

“At the moment, Poklonskaya’s announced personal motives for resigning from the post of ambassador to Cape Verde are incomprehensible, and her silence on this topic only creates grounds for speculation and misinformation,” he said. political scientist, chairman of the Crimean regional public organization “Center for Political Education” Ivan Mezyuho.

Her lack of reaction at this moment is an obvious mistake.

“SP”: – Earlier, Cape Verde extradited the envoy of Venezuela to the United States. Are they ready for anything if the US asks? Or is there another story?

– I would not draw parallels between the story with Polkonskaya and this incident at all. When she was appointed, Moscow thought about her safety. It is obvious. If something threatened her, then she would not be entrusted with such a responsible post. I don’t think that the theoretical threat from Ukraine caused the cancellation of plans for Poklonskaya to enter the embassy post.

“SP”: – Is it generally worth sending people persecuted by Kiev to work outside of Russia?

– Why not? You just need to think more carefully about security issues. Our Ambassador to Turkey Andrey Karlov was not on the sanctions list, but was killed. So, in any case, there are situations in which diplomatic immunity does not work.

“SP”: – Imagine hypothetically that Cape Verde would give Poklonskaya to Kiev. What then? What would be the reaction of the world community?

– Then the world community would have remained silent, and Russia would have had a significant economic impact on Cape Verde and would have done everything to release its ambassador from captivity. Kidnapping our ambassador is like declaring war. The answer would be decisive and lightning fast.

“Perhaps it’s better to ask Natalya Vladimirovna herself questions,” says the journalist, Secretary of the Committee of the Crimean Regional Branch of the OKP Sergei Kulik.

Maybe there really are personal reasons. Although she was seriously preparing for a diplomatic career: in December she defended her master’s thesis at the Diplomatic Academy of the Ministry of Foreign Affairs, where she studied for the past two years, and literally on January 17 she demonstrated her diploma on social networks. But something else is also possible: the ministry simply advised her not to go to a small island nation where her safety could be threatened. At the very end of December, as they say, “under the Christmas tree” the General Prosecutor’s Office of Ukraine filed an indictment of high treason against the head of the Republic of Crimea Sergei Aksyonov and Natalia Poklonskaya. And earlier, the Ukrainian regime, which has long dreamed of taking revenge on Poklonskaya for her active role in the Crimean Spring, demanded that Cape Verde extradite her. And how the government of the Cape Verde Islands will react to such a demand is unknown. Moreover, there is an unpleasant precedent: in October, the authorities of this country extradited Venezuelan diplomat Alex Saab to the United States.

“SP”: – Cape Verde is so devoid of political subjectivity that it spits on international norms if the United States asks?

– This is a small independent state, on which nothing depends. The world hegemon will shiknet – the authorities of Cape Verde have made a salute. What can I say, even if Austria, a neutral European state, seemingly committed to observing the principles of international law, at the shout from Washington nine years ago forcibly landed the plane of the Bolivian president Evo Morales and subjected him to a search.

“SP”: Is it generally a normal practice to extradite an ambassador? Were there precedents in history for the issuance of ambassadors? Alex Saab was not an ambassador after all…

– As far as I remember, he was a special envoy to the African Union, representing his country in an international organization. This is the same as if our permanent representative to the European Union was arrested in Brussels Vladimir Chizhov, having the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

Of course, this is illegal – diplomats have immunity, but now, unfortunately, few people pay attention to international law. Therefore, the Americans – what if Trump, which at Biden – they search our diplomatic premises on their territory, seize diplomatic property, and Qatari customs officers severely beat our ambassador Vladimir Titorenko. Although Article 22 of the Vienna Convention on Diplomatic Relations of 1961 states that the premises of the mission are inviolable. The authorities of the receiving State may not enter these premises except with the consent of the head of the mission, and the receiving State has a special duty to take all appropriate measures to protect the premises of the mission from any intrusion or damage and to prevent any disturbance of the peace of the mission or insult to its dignity; the premises of the mission, their furnishings and other property located therein, as well as the vehicles of the mission, shall be immune from search, requisition, seizure and execution. And articles 29 and 40 state that the person of a diplomatic agent is inviolable. The receiving State is under an obligation to treat him with due respect and to take all appropriate measures to prevent any attack on his person, freedom or dignity.

“SP”: – And what if Poklonskaya was extradited to Ukraine? What then? What would be the reaction of the world community? How would Moscow respond?

– You know, at the beginning of the 2000s, a well-known international journalist, the first Russian ambassador to Israel Alexander Bovin hosted his author’s program on Radio Russia. One of the listeners asked him how the international community would react to the activation of the American military in the Persian Gulf zone. Alexander Evgenievich then laconically answered: “What is the international community? It’s the US and its buddies.” It is said very precisely and succinctly.

How would Moscow respond? Probably, our diplomatic department would once again express concern. As it has been many times before. Although even “grandfather Krylov” advised: “So that there are no wasted speeches, where you need to use power.” But our Foreign Ministry, in response to new anti-Russian sanctions, only answers in the spirit of Leopold the cat: “Guys, let’s live together!” Although you can pinch the tail of American senators and European parliamentarians voting for a new sanctions package: through sanctions, it will hurt the companies and corporations operating in Russia that finance the election campaigns of these deputies. And they don’t like to lose money.

“SP”: – If there is a threat of violations of international norms, then you should not rely on them too much? Isn’t it worth putting people who are persecuted abroad at risk?

“Of course not. For a good specialist, there is work at home. Although such people are in danger not only abroad, but also at home. A week before the New Year, the same Poklonskaya published a video of an attempt to break into her house in the Simferopol district of a drunken resident of Dnepropetrovsk, saying that the Crimean law enforcement officers did not see the corpus delicti in what happened and sent the Ukrainian home. Although he could have been sent for at least fifteen days for petty hooliganism, having worked with him at the same time, find out who sent him and for what purpose. A year ago, a group of Ukrainian militants tried to kidnap a local resident in the Astrakhan region who fought on the side of the DPR. Already on the territory of the Donetsk People’s Republic in July 2019, Ukrainian saboteurs kidnapped an “important witness” to the MH17 plane crash Vladimir Tsemakh, and last fall, in violation of all international norms, they captured a Russian citizen, an officer of the JCCC (Joint Center for Control and Coordination of Issues of a Ceasefire and Stabilization of the Line of Contact) Andrey Kosyak. And these are just kidnappings, and there were also sabotage and killings of militia leaders, which, as he admitted Vladimir Zelensky at a recent press conference were committed by the Ukrainian special services.
