The fact is that the meeting is being held via video link. Before the head of state’s speech, the government discussed a number of issues.
When Putin arrived at his office, he decided not to interrupt the meeting, but to listen to Prime Minister Mikhail Mishustin, deputy prime ministers and ministers. When the president was noticed, they apologized to him.
“Well, I’m listening carefully, I’m wondering … I didn’t eavesdrop on purpose,” the head of state joked in response, to which Mishustin smiled.
Putin also praised the Cabinet of Ministers for the heated discussion.
