On the card MIR: the procedure for receiving pensions and social benefits will change in Russia

From July 1, 2021, pensions and other social benefits in Russia can only be received on the card of the MIR payment system. The changes will not affect pensioners who receive payments to their account on a deposit or in cash. The replacement of cards for pensioners was supposed to be completed by July 1, 2020, however, due to the coronavirus pandemic, the transfer period to MIR cards was extended several times.

From July 1, 2021, pensions, monthly payments from maternity capital and other social benefits in Russia can only be received on the card of the MIR payment system or on accounts and deposits with the option of replenishment and withdrawal. It will be impossible to receive these funds on cards of other payment systems.

The press service of the Pension Fund clarified that the following payments will be received on the MIR card: all types of pensions, one-time and urgent payments of pension savings, compensation for caring for disabled citizens, monthly payments for caring for a disabled child and a disabled person from childhood of group I , federal social supplement to pension, monthly payment in connection with the birth of a second child and a number of other categories.

Earlier, the National Payment Card System noted that the measure will also affect child benefits, including lump-sum benefits for pregnancy and childbirth, charges for registration in the early stages of pregnancy, at the birth of a child, as well as monthly payments for childcare, for children aged three to seven years, for the third child and a number of others.

The changes will not affect those to whom payments are credited to a deposit account (savings bank account), nominal account or delivered by mail, as well as to recipients of Russian pensions permanently residing abroad.

The FIU reminded that after receiving the MIR card, the holder must send its details to the Pension Fund. This can be done electronically through your personal account on the PFR website or on the public services portal. You can also apply in person at the fund’s client service or at the multifunctional center.

“In the application for transferring a pension to a new card, you must indicate the 20-digit account number of the MIR card. It can be found in the bank’s online service, obtained from a self-service device or the bank’s office, ” the FIU explained. – If a pensioner does not have time to issue a MIR card by July 1, then his money will be saved, the pension will not go anywhere. For example, if payments are made to a Sberbank card, the bank will automatically open a current account from which funds can be received at the bank’s cash desk. Or, through the bank’s online service, transfer funds from the current account to a valid card and withdraw the funds directly from the card. “

The Pension Fund added that if payments are made to a card of another credit institution, then within ten working days from the date of transfer of funds, a bank representative must contact the recipient to issue a MIR card.

Recall that in 2017, Russian President Vladimir Putin signed a law on amending the Federal Law “On the National Payment System”, which implies, in particular, a phased transfer of all public sector employees, civil servants and students to the MIR card.

Initially, the replacement of cards was supposed to be completed by July 1, 2020, however, due to the coronavirus pandemic, the deadline for transferring pensioners to MIR cards was extended several times, including in December 2020 – until July 1, 2021.

The Bank of Russia then clarified: “In the current conditions, it is extremely important that elderly people who are in self-isolation do not worry about transferring pensions to MIR cards and receiving new cards, and first of all take care of their health.”

The Central Bank noted that more than 96% of pensioners who receive payments on cards have already been transferred to MIR cards. Nevertheless, there remained a small proportion of those who, due to the pandemic, had not yet received such a card, and the regulator, against the background of the epidemiological situation, then recommended banks to deliver cards to their homes.

In December 2018, the government also adopted a decree according to which the transfer to MIR cards was extended to pensioners receiving payments from the Ministry of Internal Affairs, the Ministry of Defense, the State Fire Service, the Federal Penitentiary Service and the National Guard.

Recall that the decision to create the National Payment Card System was made in 2014, after Visa and Mastercard stopped servicing the cards of several banks that fell under Western sanctions.
