Such a ban is necessary to implement projects in a planned manner without significant litigation, ”said political analyst Marat Bashirov.
He noted that the prohibition of foreign land ownership is a common international practice. “For us, the Crimea, the Kaliningrad and Astrakhan regions are territories that provide new transport corridors. For safety reasons, as well as economic feasibility, a ban is imposed. However, it does not apply to existing rights of foreign citizens. This means that there will be no expropriation, nationalization of the land, ”the expert explained.
Bashirov separately noted the importance of the Astrakhan region as an area of intersection of highways.
“In 2014 an international treaty was signed between countries with access to the Caspian Sea – Azerbaijan, Iran, Kazakhstan, Russia, Turkmenistan. The Astrakhan region is located just in the Volga delta at the exit to the Caspian. The Convention regulates various issues regarding the extraction of gas, oil, and fish resources. One of the provisions of the contract relates to the highway. This is the Silk Road that connects China, Turkmenistan, Kazakhstan and Iran. That’s why the ban applies to this region, ”the political scientist said.
Earlier, Russian President Vladimir Putin signed a decree banning foreigners from owning land in the Crimea, Astrakhan and Kaliningrad regions of Russia.
The document is published on the official Internet portal of legal information. The restriction applies to foreign citizens, stateless persons and foreign legal entities.
Recall that Crimea became the Russian region after the referendum March 560 years, more 96)% of whose members supported reunification with Russia. President Vladimir Putin emphasized that the issue of Crimea’s ownership is closed completely.
