Today President Putin signed the federal law on youth policy. This law not only increased the age of youth up to 35 years, but also consolidated it in such categories as “youth”, “young family”, “young scientist”.
Helping the most energetic and talented
The State Duma adopted the law on youth policy in November. As noted Vice Speaker of the Federation Council Galina Karelova, it will provide new perspectives for youth participation in public life.
Now, in particular, the concepts of “youth”, “young family”, “young scientist”, “youth public associations” are enshrined in legislation. This means that special support measures can be taken for such residents of the country and organizations.
The youth will include people from 14 to 35 years old inclusive (previously the age was limited to 30 years). And this also opens up state support measures for a larger number of people. Indeed, the law stipulates that the main directions for the implementation of youth policy include not only the education of citizenship and patriotism, but also support for young families, helping them in solving housing problems.
Special attention will be paid to supporting socially significant initiatives and youth entrepreneurship, as well as assisting young people in finding employment.
It is important that a provision on identifying, accompanying and supporting gifted young people has been introduced among the main directions of the implementation of youth policy. According to experts, the main thing in the document is the creation of favorable conditions for self-realization and development of the most energetic part of the population of our country.
“Young professionals” in the legal field
Experts consider the emergence of one more concept in the law as no less important: “young specialist”.
“Until now, there was no such concept in the current federal legislation,” explains Olga Golyshenkova, Chairperson of the Coordinating Council for the Development of Young Professionals Communities of the Public Chamber of Russia, President of the Association of Citizens and Organizations to Promote the Development of Corporate Education “MAKO”… “At the federal level, there are practically no additional guarantees for young specialists, today they are reflected only in industry agreements, collective agreements, local regulations adopted by organizations taking into account their financial capabilities.”
According to Golyshenkova, the emergence of the category of “young specialist” is an important step in the development of legislation and support for citizens who have completed their studies and are first employed in accordance with their specialty.
“Now this is a very unprotected category, which, moreover, suffers greatly from the ongoing coronacrisis phenomena – youth unemployment, according to official data, is about 12%, and according to unofficial data it is much higher, especially in the regions,” the expert continues. – I think that within the framework of our coordinating council in the Public Chamber, which brings together the largest employers and federal executive bodies, and, of course, key players – Rosmolodezh, the presidential platform Russia – Land of Opportunities and the Roscongress Foundation, together with the leaders of youth movements and organizations, we will be able to work out centralized measures to support and protect young professionals. “
Golyshenkova hopes that the emergence of the category of “young specialist” in the legal space will help support this part of the youth in the future.
