Every year the state indexes excise taxes on fuel. Tax rates for gasoline, diesel, motor oils and middle distillates will grow by 4% in 2021. The excise tax on class 5 gasoline in the new year will increase from the current 12,752 to 13,262 rubles per ton. For diesel fuel – from 8835 to 9188 rubles per ton. For engine oils – from 5616 to 5841 rubles per ton. For middle distillates – from 9535 to 9916 rubles per ton.
Thus, fuel prices will rise next year, at least due to the increase in excise taxes.
Note that more than half of the transportation in Russia is carried out by road. The rise in fuel prices is included in the cost of goods. The most vulnerable to a rise in price will be those goods whose production is associated with transportation and which have a low margin for the manufacturer (bakery products, inexpensive vegetables).
In general, car ownership is becoming an expensive pleasure: fuel becomes more expensive, plus the cost of insurance, repairs and taxes. According to the analytical agency Avtostat, in 2020 the cost of new cars in Russia jumped by 12%.
In the new year, cars will continue to rise. Moreover, in the second half of 2020, compatriots faced a shortage of cars. According to Kommersant, this deficit will remain at least until spring. As a result, prices will rise. Automotive expert Mikhail Lezzhov expects a rise in prices for cars by at least 10%.
According to Dean of the Faculty of Law of the Financial University under the Government of the Russian Federation Gulnara Ruchkina, in the new year we should expect an increase in food prices. “First of all, as a result of the coming into force of the law on 100% recycling of packaging of all goods. Responsibility for disposal is shifted to manufacturers as well as importers. Therefore, they will have to pay an increased environmental fee, this will definitely be included in the cost of the products. <...> Also, the rise in prices will be affected by new rules for truck drivers, which will lead to an increase in transport costs by at least 5% for each unit of goods, ”the expert warns.
Excise taxes on alcohol are increased every year. According to the decree of the Ministry of Finance, the minimum price for a half-liter bottle of vodka will increase by 13 rubles, to 243 rubles. A bottle of cognac of the same volume will also rise in price by 13 rubles, to 446 rubles, brandy – by 9 rubles, to 324 rubles. Sparkling wine will rise in price by 5 rubles, to 169 rubles for a 0.75 liter bottle.
Bad habits are becoming more expensive every year. Along with the rise in alcohol prices, tobacco is becoming more expensive in Russia. In the new year, excise taxes on tobacco products will increase by 15-20%. This, according to Deputy Finance Minister Alexei Sazanov, is in line with the state’s anti-tobacco policy.
The excise tax on traditional cigarettes will be 2359 rubles per thousand pieces, for electronic cigarettes – 60 rubles per piece. On average, a pack of cigarettes will rise in price by 17%, the Finance Ministry predicts.
Public transport fares are regularly increasing in Russia. How much the cost of tickets for buses, trolleybuses, minibuses, trams and metro will increase is decided by the local authorities. In Moscow, for example, from January 2, the cost of one trip in public transport will increase by 2 rubles and will amount to 42 rubles. And the cost of unlimited travel passes will not change.
In addition, train tickets will rise in price by 3.7% from next year. This indexation was approved by the Federal Antimonopoly Service (FAS).
“Indexation from January 1, 2021 of tariffs (maximum maximum) for long-distance transportation in reserved seat and shared carriages, as well as in multi-unit rolling stock on long-distance trains, as well as indexation of fees and charges for work (services) related to baggage transportation and cargo luggage – by 3.7%, ”the Antimonopoly Service said in an explanatory note.
According to the law, the indexation of tariffs for housing and communal services cannot be higher than the annual inflation rate. According to the Central Bank of the Russian Federation, the growth rate of consumer prices in this will be 4.6-4.9%.

According to FAS estimates, next year the average price of gas for Russian consumers will grow by 3.11%. According to the forecast of the Ministry of Economic Development for 2021-2023, electricity will rise in price by 5%
Garbage collection rates will be indexed from July 1. According to Deputy Head of the Russian Environmental Operator Alexei Makrushin, indexation will be about 4%.
