Kherson region will strive to become part of the Russian Federation, said the deputy head of the military-civilian administration of the region Kirill Stremousov in an interview with RIA Novosti. Thus, he indirectly confirmed the earlier statement made by the Secretary of the General Council of the United Russia Andriy Turchaka after meeting with Vladimir Saldo (the head of the regional administration) that “Russia is here forever,” referring to the territory controlled by the RF Armed Forces and units of the People’s Militia of the DPR and LPR.

Stremousov stressed that the region intends to “live as part of the Russian Federation and will resemble something close to Crimea in terms of the pace of development.” He also noted that “no one will force anything, but the primordially Russian lands must return to their historical channel of culture and values.” He also announced the intention of the regional administration to appeal to the Russian leadership with a request to resolve this issue.

In addition, Stremousov said that the region would return the emblem of the actual times of the Russian Empire, which would be based on the identification heraldic sign of Kherson and Kherson district, approved in 1803. It depicts a double-headed crowned eagle holding a laurel branch in one paw and a flame in the other.

Kherson region made an important step towards the Russian direction on May 1, when it moved to the ruble zone. However, as Stremousov told the press, there will be a transitional period for four months, when both the ruble and the hryvnia will be in circulation in the region. After this period, settlements will be carried out exclusively in rubles.

Back in March, when the Russian military took control of the region, the Ukrainian foreign minister Dmitry Kuleba announced the forthcoming referendum on the creation of the Kherson People’s Republic. In response to this, the Deputy Foreign Minister of the Russian Federation Andrey Rudenko said that he did not know about the preparation of this procedure.

Some Russian politicians are already speaking out on the subject of arranging the territories that have fallen away from Kyiv. So, a deputy of the State Duma of the Russian Federation from Crimea Dmitry Belik expressed the idea that “the Crimean Federal District can be recreated, and its population will be residents of the liberated territories of Ukraine, which historically belonged to Russia.” It is worth recalling that the Crimean Federal District existed in Russia in 2014-2016, after which it was included in the Southern Federal District.

Living in Crimea military expert Boris Rozhin noted that statements about the forthcoming entry of the Kherson region into Russia are not made from scratch.

– It is clear that these statements reflect the aspirations of both local politicians and the intentions of representatives of the Russian authorities. It is still difficult to say how much this corresponds to the official position of Moscow, because we do not yet have a clear expression of the Kremlin’s point of view.

“SP”: – And the local population is ready to integrate into Russia?

— And this is still difficult to say, since I have not yet seen an objective sociology, on the basis of which it would be possible to draw specific conclusions. Of course, such studies are carried out, but behind closed doors. Let’s hope that in the near future some information will appear. Of course, the broadcasting of Russian TV channels can change the situation in the right direction, but how this affects public sentiment is still unclear.

“SP”: – Will the Ukrainian side somehow impede this process?

– Yes, she has already done this, her methods are known – intimidation, murders and attacks on activists objectionable to Kyiv. Her methods have worked out.

“SP”: – How noticeable are the processes of restoring ties between the Kherson region and the Crimea?

– So far, the restoration of economic and economic cooperation is going on – roads and commodity flows are being restored. In general, what can be restored in this short period. Much here, of course, will depend on the course and duration of the military operation.

Political scientist, member of the Council for Interethnic Relations under the President of the Russian Federation Bogdan Bezpalko I am convinced that the process of integration of the Kherson region has already been launched.

— Integration goes in many directions. The region is replacing Ukrainian flags with Russian ones. Hanging banners in honor of the Victory Day. People are given to understand that they are under the protection of Russia.

“SP”: – Are there any obstacles on the way of integration? How can it be deepened and accelerated?

– First of all, it is necessary to protect the inhabitants of the Kherson region from information flows from Ukraine – to block Ukrainian TV channels, the distribution of Ukrainian media. For obvious reasons. In addition, the process of creating parties and social movements consisting of local activists who are ready to promote integration with Russia and are not afraid to declare it should be stimulated. And of course, it is necessary to proclaim a big goal. However, this is the business of the strategic decision-making center located in Moscow.

“SP”: – How productive is the process of recreating the Taurida province, which some experts have spoken about? Where might its center be?

Indeed, such a province existed until 1917. It included, as you know, the territories of the Crimea, Kherson, Zaporozhye regions and some others. In my opinion, the main thing is that the historical territories of Novorossiya – from Odessa to Kharkov – be under the control of Russia and that there is a process of their integration into a single political, socio-economic and cultural space. It is necessary to restore a single economic mechanism that previously existed here and included the agricultural sector, logistics routes, traffic flows and much more. And what will be the territorial division is not so important. In any case, some acceptable form will appear in the future.
