It is noted that the rise in prices by 6.2% is associated with the implementation of the preferential mortgage program for new buildings at 6.5%. 90% of loans were issued exactly according to this scheme.

It is noted that in 23 regions, including Moscow, St. Petersburg and the Leningrad region, prices increased by more than 10%. More than 20% - in the Moscow region, Belgorod, Kaliningrad, Kursk, Chelyabinsk regions, Primorsky Territory and Khakassia. In the Irkutsk and Tomsk regions, the cost of housing in new buildings increased by 38% and 36%, respectively. The Astrakhan region became the record holder (45%).
However, there are also regions where new housing has become cheaper. In particular, the cost reduction occurred in nine regions, including Kurgan (-58%), Kostroma (-45%) and Novgorod (-17%) regions, as well as in Yakutia (-34%) and Mari El (- 13%).
As chernayakobra.ru wrote, according to preliminary estimates by DOM.RF and Frank RG, in January-July 2020, 740 thousand mortgage loans worth 1.78 trillion rubles were issued. This is about 10% more than in the same period of the previous year in quantitative terms and 20% in monetary terms. In July alone, Russians took out 140,000 mortgage loans worth 340 billion rubles. The increase in issue in relation to July 2019 was 40% in quantitative terms and 53% in monetary terms.
