In a single convocation: how the State Duma will open the autumn session

The State Duma completed consultations with the leadership of the parties that entered parliament. As Izvestia found out, the factions have decided on the structure, as well as the committees, which will be distributed among them by a package agreement on a proportional basis, depending on the number of voters’ votes. Most of the leading positions will be received by United Russia, whose representatives can claim leadership in 16 committees. Also, United Russia will propose their speaker of parliament, which will again become Vyacheslav Volodin. Experts believe that the VIII convocation of the State Duma will maintain a high level of work, while they believe that the deputies need to more actively explain their actions to the population.

With a new structure

A source in the lower house told Izvestia that the parliamentary factions have decided on their structure, as well as candidates for leading positions. According to him, the leadership of the Communist Party of the Russian Federation will not undergo changes. Gennady Zyuganov will remain the leader of the faction, and Ivan Melnikov will remain the vice-speaker. In the Liberal Democratic Party, the faction, as in the VII convocation, will be headed by Vladimir Zhirinovsky, but Boris Paikin will become the vice-speaker. In the last convocation, he was the son of the party leader Igor Lebedev. In “Fair Russia – For the truth” a similar situation. Sergei Mironov will remain the head of the faction, while Alexander Babakov will receive the post of vice-speaker. In the outgoing convocation, this position was held by Igor Ananskikh. Aleksey Nechaev will become the head of the faction in Novye Lyudi, and Vladislav Davankov will receive the post of vice-speaker.

In United Russia, the faction will most likely be headed by Vladimir Vasiliev. But the party will have several vice-speakers. Among them are Sergey Neverov, Alexander Zhukov, Peter Tolstoy, Irina Yarovaya, Alexey Gordeev, Anna Kuznetsova. However, the party will announce its final decision on all candidates on October 5 at a meeting of the bureau of the supreme and general councils, the source said.

Also, as sources in the parliament told Izvestia, the main difference of this convocation from the previous one will be the downsizing of the structure of the State Duma committees, the number of which will increase by six: from 26 to 32. The committee on physical education, sports, tourism and youth affairs will be divided into three independent parts. Instead, a committee for physical education and sports, a committee for tourism and a committee for youth policy will be formed. The same fate will befall the Committee on Economic Policy, Industry and Entrepreneurship. The emergence of independent committees for the protection of competition and education is also expected.

Half of the committees will be headed by representatives of United Russia. This includes the Committee on Budget and Taxes, State Construction and Legislation, Energy, Information Policy, Culture and others.

The Communist Party hopes that they will retain all the leading posts from the VII convocation. These are the committees on CIS affairs, Eurasian integration and relations with compatriots, on family, women and children, on regional policy, problems of the North and the Far East, the committee on agrarian issues, on the development of civil society, on issues of public and religious associations, he told Izvestia »A source in parliament.

The Liberal Democratic Party will retain a committee on international affairs, the head of which will be re-elected Leonid Slutsky. This information was confirmed to Izvestia by the deputy chairman of the faction, Yaroslav Nilov, noting that he was not authorized to talk about other party committees.

“New people” can get committees on support for small and medium-sized businesses and tourism.

Officially, the State Duma refrained from commenting on the upcoming personnel reshuffles, citing the fact that the final decision on them has not yet been made.

– On October 1, Vladimir Putin signed a decree on the first meeting of the State Duma, setting it for October 12. Therefore, this week, a temporary deputy working group will begin work, which is entrusted with preparing the first meeting of the VIII convocation, ”the parliament explained to Izvestia.

The head of the political expert group, Konstantin Kalachev, believes that the changes in parliament can hardly be considered cardinal, given the fact that the current speaker of the State Duma Vyacheslav Volodin, as well as many heads of key committees, will retain their posts. At the same time, according to the expert, this speaks of the effectiveness of the current leadership of the parliament and the high confidence of the president in it.
