How drunk driving will be eradicated

Over the past year, in Moscow alone, traffic police inspectors have identified more than 21 thousand drivers in a state of alcoholic intoxication. Moreover, this is not the first time that many drivers have come across drunk. The Ministry of Internal Affairs and the Ministry of Justice are planning to tighten control over drunk driving. When the drivers will be checked with the help of new tests and how else they plan to deal with this problem, Izvestia sorted out.

Get behind the wheel again

According to the Moscow State Traffic Safety Inspectorate, over 12 months in the capital, 10,975 cases of driving by drunk drivers were recorded. Approximately the same number of drivers refused to undergo a medical examination. Motorists not only drink – drug intoxication was found in 2644 cases. In addition, in the capital, 1390 criminal cases were initiated against drivers who repeatedly got behind the wheel while drunk.

Statistics on a national scale are still incomplete, but still impressive: from January to November, inspectors caught 270 thousand drunk drivers.

Despite the decline in indicators – this applies to both the accident rate and the number of drivers caught – drunkenness while driving is still a serious problem. According to the traffic police, every fourth accident with serious consequences is the fault of drunk drivers.

On metropolitan roads alone, drunk drivers were responsible for 319 accidents, in which 56 people died and 418 were injured. And these are only established cases – the traffic police indicate the drivers who refused a medical examination separately.

Child and confiscation

Now, for a drunk driving, the driver faces a deprivation of rights for a period of 1.5 to 2 years, as well as a fine of 30 thousand rubles. The same punishment is provided for the transfer of control of the vehicle to a drunk driver. If a motorist drives drunk again within a year, the punishment spills over into the category of criminal ones: the driver faces a three-year disqualification, a fine of up to 300 thousand rubles and imprisonment for up to two years. In the event of an accident with victims through the fault of a drunk driver, he faces up to nine years in prison, depending on the severity of the injured.

The Ministry of Justice plans to toughen the punishment for drunk drivers in the new Administrative Code. If he decides to transport a child under 16 years old, this act will result in a fine of 50 thousand rubles and deprivation of rights for up to three years. The minimum period has not yet been determined.

“They deprived a person of his rights for a long time – he will look for options on how to continue driving. And he will find these options ”, – commented on this initiative the coordinator of the“ Blue Buckets ”movement Pyotr Shkumatov.

The Ministry of Internal Affairs insists on the confiscation of cars from drivers who have driven drunk again. In turn, the deputy Vyacheslav Lysakov proposed a milder option: to take the cars from those caught for drunk driving only for a while, in the form of a deposit until the fine is paid.

Base without mystery

In addition, the Ministry of Internal Affairs and the Ministry of Justice will, until March 1, work out the issue of granting the courts the right to send those who have repeatedly committed drunken offenses to compulsory treatment for alcoholism.

“Everyone who is registered and identified must be in the traffic police database so that they are automatically blocked. This can lead to treatment. If we are talking about a medical secret, I have a lot of people being treated, but I can only give information upon request from the prosecutor’s office or the court, ”a narcologist-psychiatrist and chief physician of the specialized clinic Vasily Shurov told Izvestia.

The exchange of data between the Ministry of Health and the Ministry of Internal Affairs has been discussed for more than one year. The stumbling block was the medical secret, according to which the diagnosis of the patient being treated cannot be divulged.

“There have already been orders from the president and agreements with the Ministry of Internal Affairs. Until the matter got off the ground, not a single traffic police officer has access to the database. And it’s sad, sometimes very inadequate people are driving, ”said Igor Morzharetto, editor-in-chief of Radio Avtodor, with Izvestia.

Meanwhile, there are ways not to violate medical confidentiality, experts said. “You can just check the box – the person has medical contraindications to driving. This person needs to be notified so that he surrenders his driver’s license and goes to the doctors, ”said Pyotr Shkumatov.

Mark with a marker

There are several ways to identify an unregistered chronic alcoholic. For example, a test for markers characteristic of such a disease.

“Nobody makes the test for carbohydrate mandatory, deficient transferin is a sign of chronic alcoholism. We have enzymes that give out an alcoholic. Two seconds, but an expensive test, apparently, is not profitable, ”said Shurov.

According to the order of the Ministry of Health approving the new procedure for medical certification, this test should have been made mandatory from January 1, 2021. However, the old norms were left until 2022, with the beginning of which all drivers will have to pass urine for analysis of the presence of psychoactive substances, as well as blood for the determination of carbohydrate-deficient transferrin (CDT) to obtain a certificate. This is the same marker that shows the regular consumption of alcohol.

Without witnesses and filming

Another initiative from the Ministry of Internal Affairs – an express check of drivers for alcohol – is still at the stage of final discussion, which was postponed in 2020 due to quarantine. It was planned that express tests would begin to offer all suspected motorists as a quick alternative to a breathalyzer or a trip to a medical facility. The test will accurately detect alcohol or drugs at temperatures between –5 ° C and +45 ° C. By the way, such a check does not imply either the presence of attesting witnesses or the video recording.

The purchase of express tests is provided for by the Safe and High-Quality Roads National Project. In 2019, it was planned to purchase 1.56 million tests, in 2020 – the same amount.

Cores will become pedestrians

Meanwhile, the statistics of the Ministry of Internal Affairs includes not only drunk people, but also those who took illegal drugs. Recall that in Russia there is a register of drugs prohibited for taking before driving the vehicle, the list of which includes, for example, Corvalol.

“Several years ago we had a large round table on drugs. There was a narcologist there, he said that drivers were brought to us for a medical examination, we find some insignificant amount of alcohol or drugs and write that the state of intoxication has been established, but there are no clinical signs of intoxication, ”said Petr Shkumatov.

Hooligans’ pit stop

The traffic police can identify inadequate drivers using the Pit Stop system, which was launched in Moscow back in 2017.

Cameras with such software record exceeding the speed limit by more than 60 km / h, leaving for a dedicated line, violations of parking rules and exiting a pedestrian crossing. They automatically transmit information to the nearest traffic police crews, and they, in turn, catch violators. The latter face punishment up to deprivation of rights.

However, this system is still not widely adopted. In particular, last year only 30 special tablets were handed over to the inspectors, allowing them to receive data from the Pit Stop. Therefore, the traffic police ask vigilant motorists to report drunk drivers by phone.
