In this document, the social block is central. According to various estimates, 27% of the costs will be spent on its implementation. The money will be earmarked, it will go to the end consumer - an ordinary person - including with the help of United Russia party projects.
“Party projects were created specifically to address the problems of citizens, our voters, in the localities: in regions, municipalities, rural areas. And for "United Russia" the principal task is to ensure that these projects are provided with funding. The quality of life of a particular territory depends on a specific school, kindergarten, sports ground, road, hospital, and it is on the solution of such issues that people assess the authorities, ”said Andrei Turchak, addressing the vice prime ministers during a meeting devoted to the draft budget.
Quite serious funds are provided in the document for the formation of a comfortable environment. Moreover, both for the city and the village. So, for example, about 3.3 billion rubles will be spent on the construction of about three hundred rural houses of culture in 2021. Another 460 million rubles will be spent on the supply of 100 auto clubs under the United Russia project “Culture of the Small Homeland”. Funds are also provided for the creation of 110 model libraries and the re-equipment of children's art schools. Among the regions are Amur, Arkhangelsk, Vladimir, Kurgan, Murmansk, Lipetsk, Saratov regions, the republics of Adygea, Bashkortostan, Mordovia, Kalmykia, Khakassia and others.
“Such houses of culture in the countryside will allow organizing additional education and leisure for both children and elderly people, providing concerts, film screenings, and library services. The same goal is pursued by measures to create model libraries, ”stressed Andrei Turchak.
The development of sports in the countryside is highlighted as a separate item in the budget. As Andrei Turchak noted, next year more than 1.3 billion rubles will be allocated for the repair of gyms in almost a thousand rural schools. “The development of physical education and mass sports is another priority for us. Next year 7.4 billion rubles will be allocated for this direction. In total, it is planned to build more than 100 sports and recreation centers, of which 43 will be put into operation in 2021, ”Andrei Turchak said.
He stressed that about a billion rubles will go to the construction of artificial ice rinks. They will appear in Kansk, Krasnoyarsk Territory, Kondrov, Kaluga Region and other cities. A total of six ice rinks will be commissioned. A little more than two billion rubles will be allocated for indoor football arenas. In 2021, such, for example, will appear in the Tula region.
The spending of funds will be controlled by the deputies from the party, said head of the United Russia faction in the State Duma Sergei Neverov... It is planned to carry out a large-scale program for the development of rural areas. It will include not only housing construction, but also the creation of the necessary infrastructure: high-quality roads, lighting, etc.
“Not only the activities of the state program are aimed at the development of the village, but also the activities of a number of other programs and national projects. So, for example, within the framework of the federal project "Modern School" of the national project "Education" in 2021-2022, new modern schools will be built in rural areas and urban-type settlements, of which 19 will be built next year. For these purposes, 2.7 billion rubles are allocated from the budget to 20 regions, ”said Sergei Neverov.
The party has provided subsidies for urban and rural landscaping work. For these purposes next year, the federal budget provides 34.65 billion rubles. This concerns the renewal of public transport: in 2021, urban agglomerations will receive about four billion for the purchase of buses, trolleybuses and trams. The new transport will be purchased in Ulyanovsk, Belgorod, Yekaterinburg, Krasnoyarsk, Kazan, Omsk and other urban agglomerations.
The draft budget was submitted to the State Duma on September 30. "United Russia" worked on the document together with the government, the party's proposals were taken into account even before it was submitted to the State Duma. The Cabinet of Ministers has included them in expenses, including on national projects, instructions for the implementation of which were given by the President. The Secretary of the General Council of United Russia, Andrei Turchak, said earlier that United Russia and the government have a common goal - "the care, protection and well-being of citizens."
