Summing up the results of the past single day of voting, Chairman of the Central Committee of the Communist Party of the Russian Federation Gennady Zyuganov during a briefing by the party leadership on September 12, he noted that the current elections were held in extremely difficult economic and political conditions: the West is waging a full-fledged frank hybrid war against Russia, within which military-political operations are taking place in Ukraine, and they are trying to destroy the domestic economy in total immediately about 12,000 anti-Russian sanctions.
– On the background [западных] Russophobia and anti-Sovietism, which have turned into a real sabbath, – said Gennady Andreevich, – we have prepared a program to bring the country out of the crisis – “10 steps to a decent life”, [разработали] 20 top-priority measures, 12 relevant amendments to the Constitution of the Russian Federation and summarized the experience of people’s enterprises, showing brilliant results of their work.
But, unfortunately, United Russia never sat down with us during the election campaign [за стол переговоров] to discuss pressing issues and the bills that we have introduced, especially on the country’s development budget.
Almost 300 billion dollars of Russian assets abroad, the leader of the Communist Party of the Russian Federation emphasized, were arrested by the so-called “Western partners”, and according to the Central Bank, another 242 billion will be “taken away” from the country by the end of the year. And against the backdrop of this unstoppable wild outflow of capital, officials from power, instead of making the elections, as expected, an open competition of candidates and their programs, tried to turn them into a simple technical brainwashing of voters.

But instead, there is silence and the absence of a normal discussion.
The Central Executive Committee preferred to go the old ways – the reduction of party lists. As a result, almost 70-80% of the parliamentarians in the regional capitals were United Russia members. How did it happen, I wonder, when the workers are dissatisfied, the peasants do not buy the grown bread, and the grown utility tariffs take the last money out of people’s pockets? All this undermines both the legitimacy of the elections and internal stability.

“In general, in the elections of representatives of legislative assemblies in the regions, our party took a solid second place,” he said. — For example, in the Saratov region, we not only confirmed the results, but also won in four single-mandate constituencies. In the vast majority of regions where our comrades went to the gubernatorial elections, the Communist Party confirmed its position as the main opposition force – in the same Udmurtia, Saratov, Kirov, Sverdlovsk regions.
We received more than 1100 mandates in the municipal elections. We won, for example, the election of the head of the Usolsky district, the election of heads of village councils in Buryatia and Transbaikalia. In the Duma of Arzamas, we have “grown” with five new deputies. In the City Council of Norilsk, in Novy Urengoy, we have achieved representation at the municipal level for the first time.
On the whole, Yury Afonin summed up, it is clear that the results demonstrated by the proteges of the authorities in the central regions would hardly have been possible without frills and manipulations. Therefore, in order to reflect an honest picture of electoral preferences (especially in light of the upcoming presidential elections in 2024), the KPRF advocates holding elections on the same day, moving it from September to March, and with serious restrictions on home voting.
Otherwise, elections (an important, in fact, element of democracy), noted Deputy Chairman of the Central Committee of the Communist Party of the Russian Federation Dmitry Novikovturn into a meaningless ritual, undermining the possibility of a constructive political dialogue. Such elections sow political apathy among the people, he stated, and now we need not it, but the consolidation of society, its political activity against the backdrop of what is happening.
More than 100 applications from the Communist Party of the Russian Federation have already been received by the Investigative Committee, the Prosecutor General’s Office of the Russian Federation and the Central Election Commission for the current elections, the secretary of the Central Committee of the Communist Party of the Russian Federation developed the topic Georgy Kamnevmore than 200 applications were submitted to the regional election commissions.
“At the moment, we have already recorded more than 500 violations at all levels of elections,” he stressed. – In particular, in Omsk, the Novgorod region and Primorye, state employees were actually forced to vote early through administrative resources. In Udmurtia, for example, by the beginning of the elections, the ballots had inexplicably found their way into the ballot boxes. On Sakhalin, refusals to familiarize themselves with election documents were recorded. Practically in all regions, indiscriminate voting at home without registration of registers was detected.
In response to a question about what legislative initiatives the Communist Party of the Russian Federation is going to introduce during the starting autumn session of the State Duma, Gennady Zyuganov noted: in a great country one must invest in great science.
First of all, he believes, it would be necessary to pass a law on the return of talented scientists to Russia. But at the same time, a number of issues must be resolved – where and how they will live, in which research institute they will work, what salary they will receive.
“The second topic is food security,” he stressed. – Any idiot in the world knows – to ensure food security, the country must spend 10% on it [своего бюджета]. The USSR spent 15% on this, Europe is now spending 25%. And in Russia, the Ministry of Finance approved only 1.5%.
Russia needs to radically invest in the aviation complex, Dmitry Novikov added, since there is still a lot of talk in this area, but little sense. It is necessary to develop the agro-industrial complex and tourism. A lot of questions on the social block. It is necessary to support small and medium-sized businesses, to increase the purchasing power of people.
And these are only the key moments of a large program for the development of Russia, for which the Communist Party of the Russian Federation has been advocating for more than a year, and does not intend to back down on this issue.
