Former Governor of the Ulyanovsk Region Sergey Morozov. Dossier

Governor of the Ulyanovsk region Sergey Morozov leaves the post of the head of the region. With a request to resign, he turned to the President of the Russian Federation Vladimir Putin. Morozov said this on April 8, 2021 in an address to the residents of the region.

Morozov also announced that he plans to run for the State Duma in elections in September 2021.

Sergei Ivanovich Morozov was born on September 6, 1959 in Ulyanovsk. After leaving school, he worked as a machine operator at a furniture factory.

1977 – 1980 served in the army in the Pacific Fleet.

After the army, he got a job in the Ulyanovsk motor transport company, first he worked as a mechanic, then as a driver.

Since 1981, Morozov worked in the internal affairs bodies. He graduated from the All-Union Law Institute in absentia with a degree in jurisprudence. He held various positions: from an inspector of the criminal investigation department of the ROVD to the head of the special unit of the Internal Affairs Directorate of the Ulyanovsk region to combat drug trafficking.

In 1995, Morozov was appointed head of the Department of Internal Affairs of the city of Dimitrovgrad.

In December 2000, he was elected the head of the city of Dimitrovgrad.

In December 2004, Sergei Morozov was elected head of the administration of the Ulyanovsk region.

In March 2006, deputies of the regional Legislative Assembly of the Ulyanovsk region approved Morozov’s candidacy, proposed by President Vladimir Putin, for the post of governor of the Ulyanovsk region.

In March 2011, the deputies again endowed him with the powers of the regional governor. Morozov’s candidacy was proposed by Dmitry Medvedev, then held the post of prime minister.

In September 2016, Morozov was elected governor of the Ulyanovsk region as a result of a popular vote.

Sergey Morozov is a candidate of economic sciences. He defended his Ph.D. thesis on “Formation of a strategy for the socio-economic development of the region.”
