Responsibility for the introduction of restrictive measures due to the coronavirus pandemic may be transferred to the federal level… Members of the Federation Council will come up with such an initiative during the spring session, Senator from the Committee on Social Policy Sergei Leonov and his colleague, Honored Doctor of Russia Vladimir Krugly told Izvestia. The idea was supported in the State Duma, they recalled: some subjects rushed to the abolition of restrictions, which led to an increase in the number of cases… The office of the head of Rospotrebnadzor, Anna Popova, reported that they were closely following the antiquated actions of the local authorities.
Not their task
The main responsibility for the introduction of antiquated measures is now assigned to the local authorities, which is not entirely logical, says Sergei Leonov, member of the Federation Council Committee on Social Policy. Officials cannot make a decision on the need for certain restrictions without the consent of the chief sanitary doctors of the regionshowever, it is politicians who are responsible for introducing or mitigating measures related to COVID-19.
– In no case should the responsibility be shifted to the regional authorities, because this is not their core task. This is primarily the responsibility of Rospotrebnadzor and its regional offices.… And they must first of all decide whether it is necessary to introduce or remove restrictions in agreement with local administrations. Unfortunately, we have shared responsibility, the main function has been transferred to the subjects. This is a big problem, – the politician told Izvestia.

Now, according to the senator, the second wave of the spread of coronavirus is coming to an end and during the spring or at the beginning of the autumn session in the Federation Council, interim results will be summed up. To make the antiquity policy more effective, Sergei Leonov will propose to shift responsibility for the introduction of restrictions to Rospotrebnadzor…
This point of view is also supported by a member of the Federation Council Committee on Social Policy, Honored Doctor of Russia Vladimir Krugly. In his opinion, local authorities are interested in the early relief of epidemiological restrictions, because this will help improve the economic situation in the region. Because of this, they can be biased., the politician thinks. In addition, the cancellation of anti-corruption measures by some subjects demotivates citizens – they have the impression that the coronavirus has already been defeated in Russia, they can not wear masks and not get vaccinated. However, in fact, the danger of infection remains, the politician stressed.
– The function of entering restrictions should be raised to the federal level. In each region, they try to use every opportunity to quickly cancel some measures, but this is not always objective and corresponds to the real epidemiological situation. It is necessary to come up with such a proposal – both to our committee of the Federation Council (on social policy. – Izvestia), and to the Duma, because this is an important point that can prevent the emergence of a third wave. The discussion will be timely and will take place during the spring session– said the senator to Izvestia.

The proposal to change the rules for introducing restrictions is also supported in the lower house. It is better to make a decision at the federal level, taking into account the situation on the ground, the first deputy chairman of the State Duma health protection committee Fedot Tumusov is sure.
– It is necessary to be guided by the phrase “God protects those who are saved.” It is required to return restrictions where their abolition led to an increase in the number of cases. In some regions, the situation is worsening. If we hold mass events on May 1 and 9, there is a great risk that this will only aggravate the epidemiological situation., – the deputy told Izvestia.
Some politicians believe that the centralization of antiquarian politics can slow down the decision-making process.… but in extreme cases, the federal center is really better off solving problems manually, said the chairman of the State Duma committee on labor, social policy and veterans affairs Yaroslav Nilov.
– Subjects need the right to promptly introduce or remove restrictions. However, if at the federal level they believe that local authorities are acting with an exaggeration in one direction or the other, then they should intervene from above, – he noted.
Control over restrictive measures carried out in the regions continues, the office of the head of Rospotrebnadzor Anna Popova told Izvestia… Now all over the country it is necessary to wear masks, to carry out disinfection in public transport and in places of mass stay of people, the federal service noted. In most regions, entertainment is prohibited. There are also restrictions for Russians over 65 years old (20 subjects have announced their cancellation so far) and catering, which needs to close from 23.00 to 6.00 (they were removed by 27 regions). Eight subjects dropped these two bans at the same time…

Earlier at a meeting of the government’s coordinating council on the fight against coronavirus The head of Rospotrebnadzor criticized some regions that rushed to abolish antiquated measures… In 17 subjects, some of the restrictions were removed, but as a result, the incidence increased there. At the same time, in six regions – in the Pskov, Murmansk, Tambov and Voronezh regions, as well as in Karelia and Kalmykia – the spread of COVID-19 exceeds the national average.
Some EU countries have already decided to change the rules for imposing restrictions… So, in early April, German Chancellor Angela Merkel transferred this function to the federal government. The reason was that the discussion of antiquarian measures by Berlin and local authorities took too long.
