On September 15, 2021, the Public Chamber of the Russian Federation discussed the draft Concept of information security of children (it is planned to be approved by a government decree), prepared by a certain ANO “Center for the Study and Network Monitoring of the Youth Environment”, created in the bowels of Rosmolodezh on the initiative of the internal political block of the Presidential Administration after a series of school shootings. The concept, like much that comes out of the walls of this department, turned out to be “none”. Namely, a slightly modified version of the previous similar Concept, in which there was a mass of anti-family bookmarks, and the safety of children on the Internet was replaced by the concept of media literacy.
ANO TsISM, headed by the former adviser to the head of Rosmolodezh Alexander Bugaev (currently this citizen works in the Ministry of Education; evil tongues say that he was transferred due to a provocation with homosexual dances at the Tavrida youth forum) Denis Zavarzin is a very non-public structure, known mainly due to the amount of budget subsidies they have mastered in the amount of 1.5 billion rubles.
TsISM was created in 2018, after the sensational school shooting in Kerch. According to official figures, the center is collecting information about potential criminals on social networks. In fact, CISM purchases the relevant analytics from commercial structures and transfers this information to law enforcement agencies.
And so, this structure decided to take up the rule-making. The fact is that the previous Strategy, filled with pro-Western “bookmarks” in the spirit of European methodologies like the Strategy of Action in the Interests of Children (read: promotion of juvenile life, homosexuality, etc. “values”), expired last year, and the problem the corruption of children on the Internet has not simply not “dissipated”, but has been aggravated many times over. And not least of all thanks to the activities of the Presidential Administration officials responsible for internal politics and the Internet. After all, it is they who give the “green light” to the promotion of all kinds of Eljes, Morgensterns, Tribute to the Milokhins, etc. mistakes of nature.
And so, Mr. Zavarzin decided to take the initiative to protect children in his youthful hands.
It is clear that the parental community is ready to discuss the draft document aimed at – attention! – ensuring the safety of children, they did not involve: at the meeting in the Public Chamber there was not a single representative of well-known and authoritative parental organizations. The text of the masterpiece from Mr. Zavarzin was also not sent to parental structures – so that the chick Kiriyenko-Bugaev could do everything in the best possible way.
But here’s the bad luck: real experts collaborating with our parent structures were admitted to the round table, namely the director of the Safe Internet League Ekaterina Mizulina and the head of the Kribrum company, a member of the presidential human rights council Igor Ashmanov.
And they blew up the CISM “project”.
Ekaterina Mizulina: “The draft Concept has a number of significant shortcomings, including conceptual ones, and needs serious revision with the involvement of specialists in the field of criminology, sociology, media safety, developmental and clinical psychology, developmental physiology, philology, psycholinguistics, etc. Previous Concept 2015, which expired in 2020, suffered a number of serious shortcomings: it provided for the upbringing of tolerance in children, “gender identity”, etc., echoing the documents of the Council of Europe, which are focused on separating the child from the family and parents, priority observance, including by parents the rights of the child in the digital space, providing children with confidential online access without the knowledge and consent of parents, incl. sexually explicit content, etc. All this contradicts the current state policy of Russia, the Constitution and a number of our strategic documents. In such a situation, we consider it necessary to develop not an updated concept, but a completely new document and a new law on child safety that meets constitutional principles and norms in the field of family and childhood protection and the development of raising children based on traditional Russian spiritual and moral values. “
Ekaterina also noted that in the Zavarzin Project there are many unnecessary references to psychological counseling, psychological assistance, which in practice is often an element of the juvenile system for identifying family trouble. Finally, the Draft contains many foreign words and terms that are not in Russian legislation (“training hopping”, “street racing”, “cyberbullying”, “trolling”, “grooming”, etc.), as well as the name of destructive social communities , which are thus legalized.
Igor Ashmanov, in turn, called the Project “raw”, stating that the authors overlooked the harm caused by the media. television, and other sources of information, from movies to books, where now you can easily find obscene words and expressions. According to Igor Stanislavovich, our children are hunted, and therefore it is necessary to fight not only with the content (content), but also with the producers of dangerous information. By the way, this position completely coincides with the position of the parent community – it is no coincidence that we recently talked about our initiative to revoke the broadcasting license of Muz-TV (the authorities eventually limited themselves to holding the channel accountable for promoting homosexuality to children).
The main drawback of Zavarzin’s “project”, according to Igor Ashmanov, is that it replaces the concept of child safety, or “digital hygiene,” with the concept of “media literacy” (in fact, children are usually much more “literate” in the sense of being “more advanced” in phones and social networks than parents and teachers). Igor Ashmanov also said that Roskomnadzor currently lacks a mandate to block dangerous pages on the Internet – it mainly acts on the instructions of courts and other structures (a representative of Roskomnadzor who was present at the meeting agreed with this) and that, in an amicable way, Russia needs to launch a special search engine for “bad content” that could proactively search for and block all kinds of rubbish. And we also agree with this.
