“Caucasus in the XXI century”: the conflict between Yerevan and Baku is not over

The end of any war is the signing of a peace agreement

Yerevan hosted the annual international conference of the Caucasus Institute “Caucasus in the XXI century”, at which the results of the first two decades of the new century in the region were summed up.

The conference was attended by representatives of Armenia, Russia, Georgia, Turkey, Great Britain and Azerbaijan (via video link).

Azerbaijani political scientist, head of the Department of Conflictology and Migration of the Institute for Peace and Democracy Arif Yunusovspeaking at the conference, he admitted: during the 44-day war, Baku failed to achieve the main thing – complete control over Nagorno-Karabakh.

“A lot of money was invested in the army, and it seems that after the war of 2020, success was achieved, and the Karabakh conflict was resolved, but this is not so. Azerbaijan actually returned to the situation of 1989. In 1994, the same situation developed among the Armenians. Karabakh is still not controlled by Azerbaijan, long negotiations are expected under the auspices of the OSCE Minsk Group, ”

Speaking about the role of Turkey in last year’s war, the political scientist noted that there is no consensus within Azerbaijan about further rapprochement with Ankara: Azerbaijanis in no case consider the option of absorbing their country by Turkey, despite the constantly repeating thesis about one people. On the contrary, it is believed that the more Turkic states there are in the world, the better.

“Thanks to Turkey, the formation of the Azerbaijani army took place. The military operations in Karabakh are a “copy” of the operations in Syria, but politically, Ilham Aliyev is closer to Russia than to Turkey. There is also a problem between the ruling elites of Azerbaijan and Turkey, ”

– Yunusov admitted.

According to him, Azerbaijan did not hide preparations for the 2020 war, it was originally planned to start it in April last year, but the coronavirus pandemic intervened and the war was postponed until autumn.

“The most important thing: Heydar Aliyev did everything to prevent Russian troops in the region, and now, 25 years later, his son Ilham Aliyev has returned the Russian military – even if in the status of peacekeepers, even if for five years. The Karabakh conflict has not been resolved. Azerbaijan won the battle, but not the war, ”

– the Azerbaijani political scientist concluded.

Leading Research Fellow, Institute for International Studies, Center for Euro-Atlantic Security, Moscow State Institute of International Relations (MGIMO) Sergey Markedonov in his speech he agreed that the conflict between Armenia and Azerbaijan is not over – the end of the conflict is the signing of a peace agreement, and the issue of Nagorno-Karabakh is not closed either. Neither Armenian nor Azerbaijani society accepted the results of last year’s war, and therefore there is no peace agreement that would at least partially satisfy both sides. In addition, it will be possible to speak about the end of the conflict only after the status of Nagorno-Karabakh has been determined, Markedonov summed up.
