At a high start: which region has become the leader in terms of living standards

According to the results of the second quarter of 2021, the top regions – leaders of socio-economic sustainability in the Russian Federation were headed by the Yamalo-Nenets Autonomous District, the NAO and the Magadan Region… It was they who had the highest indicators in terms of wages, living wages and other economic data. The rating was prepared by the Civil Society Development Fund (FORGO) based on Rosstat data (available to Izvestia). As its authors note, in general, there is a noticeable increase in social well-being in the country, insignificant deterioration was noted only in some regions, including Moscow and St. Petersburg. Experts consider the indicators to be logical, since almost all leading regions are rich in oil and gas resources.

The most developed

The Yamalo-Nenets Autonomous Okrug has become the leader of the top regions – leaders in socio-economic development. The second place was taken by the Nenets Autonomous Okrug, the third – by the Magadan Region. Chukotka, Sakhalin Oblast, Khanty-Mansiysk Autonomous Okrug, Moscow, Yakutia, Murmansk Oblast and the Komi Republic also entered the top ten.… These are the data of the rating prepared by the Civil Society Development Fund on the basis of Rosstat data.

As the authors of the study told Izvestia, it consists of four independent ratings and a final integral… It takes into account the average monthly wage, the minimum cost of living – the subsistence minimum, as well as the ratio of the sums of the regional product at the end of the quarter to the economically active population and the same sums to the total population of the subject.

Total the study included 30 out of 85 regions of Russia, which, according to the authors of the rating, are currently the most socially and economically developed

Top ten research, according to places in the ranking from 11th to 20th they represent St. Petersburg, Krasnoyarsk and Kamchatka Territories, Tyumen, Moscow, Irkutsk, Leningrad Regions, Tatarstan, Kemerovo Region and Khabarovsk Territory.

Rounding out the integral rating Kaluga and Tomsk (share 21st place), Sverdlovsk, Amur regions, the Republic of Karelia, Vologda, Arkhangelsk regions, Primorsky Territory, Chelyabinsk Region, Khakassia and Perm Territory.

The first place in the ranking in terms of wages in Russia was taken by the Yamalo-Nenets Okrug, on the second – Chukotka, and on the third – Magadan region. The top ten also includes Kamchatka Krai, Moscow, NAO, Sakhalin Oblast, Yakutia, Khanty-Mansi Autonomous Okrug and Murmansk Oblast.

Yamalo-Nenets Autonomous District also became the leader in relation to the subsistence minimum to the average salary, the second place is taken by the Magadan region, and the third – by the NAO. In addition to them, the top ten includes the Sakhalin Region, Chukotka, Khanty-Mansi Autonomous Okrug, Moscow, Yakutia, Kamchatka Territory and Murmansk Region.

Well-being grows

As the head of the Civil Society Development Fund Konstantin Kostin told Izvestia, according to the results of the study, it can be noted that in several regions there was a slight drop in the index of social well-being… First of all, this applies to St. Petersburg, Moscow and a number of other territories.

In most cases, this is due to the outstripping growth in the cost of the minimum consumer basket in comparison with the growth in the average monthly wage.… The reason is that the prices of the goods that make up the “consumer basket” include the wages of residents of the regions in which they were directly produced, and this is not always the region where these goods are consumed, ”the expert explained.

According to him, at the same time the general index of social well-being in the II quarter (2.83401) significantly increased compared to the first quarter (2.56844) – by 10.4%

– In addition, the minimum index in the II quarter was 1.81, for comparison – in the first 1.69. These indicators indicate that in the country as a whole, the average wage is growing faster than the minimum cost of living, – emphasized Konstantin Kostin.

Earlier, he explained: the fact that Moscow, the capital of Russia, is consistently considered a very prosperous region in financial and economic terms, does not automatically guarantee first place in the corresponding ratings. The dynamics of the real sector of the economy in other regions is higher.

Political scientist, author of the Davydov.Index Telegram channel, Leonid Davydov, believes that the top leading regions is logical.

These are rotational oil and gas regions with high salaries and a small population. Therefore, Yamalo-Nenets Autonomous Okrug, NAO and Magadan Region look very natural in the leaders.… And the whole ten is filled with similar regions with similar economies. It is logical to see Moscow among them, where high incomes are combined with a diversified economy of the 21st century with an emphasis on service, with high employment and a high share of added value, the expert noted.

According to him, it is a pity that St. Petersburg is not present in the top ten this time, because it would also be natural to see it among the leaders of such a rating

Political strategist Alexander Tverdov agrees with this opinion. According to him, the leadership of the top three is explained by the rise in oil prices and a slight drop in the dollar. Other places in the top ten are also understandable, since they include the most economically powerful subjects of Russia.
