Still, it is necessary to periodically recalculate them in order to understand and consolidate that the concepts of Russia and the Russian Federation are close, but not identical. In order to realize how dear they are to us, and to strive for the maximum point of efficiency, the correspondence of “forms” with “content” from the common piggy bank.

Let’s start with the “performers”. After all, this “branch” of the vertical of the Russian Federation is fundamental. Not even a “branch” – a trunk. Beloved Rosstat determines the number of various “servicemen” according to reporting to the pension and social funds. Since in state offices employees are issued what is called “white”, this method of calculation seems to be quite relevant.

As of June 2021 (probably too early for 2022), there are 3 million 303 thousand 9 people in the category “Public administration, military security, social security”. Of which on a permanent basis – 3237.3 thousand; part-time – 12.9 thousand people; under the contract – 53.6 thousand people.

For the sake of mischief, let’s take the risk of separating the “peaceful” from the “militarists”. The number of servicemen and civilian personnel of the Armed Forces of the Russian Federation is determined by presidential decrees. The last time the president indicated in 2017 – 1 million 903 thousand “person-units” (together with civil services in the amount of 889.423). In fact, of course, much less, vacancies are not filled, and combination is allowed – one person at once for several positions.

Let’s estimate roughly, if we subtract the entire militaristic “potential” of the Armed Forces (1903 thousand) from the above indicator of Rosstat (3303.9 thousand), we get an abstract “peaceful mass” of Russian officials – 1.400.900. In fact, it’s not like that, here you need to know how many military people are really available, and not in the “listed ideal”.

It is not realistic to calculate the “power bloc” of Russia for 2022, and not because of a special operation. The information was “secret” and “confusing” before the events of February 24. Nevertheless, back in 2018, data was available on the official websites of the relevant departments, the “security movement” on “public procurement”, financing (budget drafts and the same Rosstat), assessments of specialists, including those from the State Duma.

Well, that was three years ago. The Ministry of Defense has about 800 thousand. In the Ministry of Internal Affairs – 700 thousand. Rosgvardia – plus or minus 350 thousand. FSIN – over 200 thousand. FSB – around 200 thousand. Ministry of Emergency Situations – 118 thousand. FSO – at least 40 thousand. Investigative Committee – 25-30 thousand. The prosecutor’s office – from 50 to 60 thousand. It is unlikely that the situation has changed dramatically since then, because the “siloviki” are the priority of the Russian Federation. Therefore, we focus on 2 million 500-600 thousand people. Without the Ministry of Defense – 1.8 million.

We jump from sin away to the “legislative branch”. With the number of people’s choices, too, everything is not simple. For, in addition to well-known fixed indicators (like the State Duma with 450 permanent seats and the Federation Council with 170 – a couple from each of the 85 regions-subjects), at the regional-municipal levels everything flows, everything changes with a general “unequality”. For example, in Adygea, with a population of 468,340 people, there are 50 elected deputies in the local legislative body, and in Tatarstan, with a population of 3,886,640 people, there are 100 deputies of republican significance. Why is a logical mystery.

Having added up the “people’s servants” of the republics, territories, regions, federal cities, we will gain plus or minus four thousand mandates. But these are trifles, the most time-consuming is the “municipal territorial formations”, of which there are more than 20 thousand in the Russian Federation. Take, for example, the Aleutian municipal district in Kamchatka: one female deputy (she is also the Duma, she is also the chairman) per 718 people of the population. It is extremely difficult to consider who I missed – sorry, I will take into account the additional error.

In short, the entire “legislative and representative branch”, starting with the Federation Council and the State Duma, will seat approximately 75-80 thousand people. The head is already swollen from the numbers, so let’s quickly go over the “third branch”. According to the Supreme Court of the Russian Federation, the staffing of the judiciary is from 27,000 to 28,000 “robes”, without military and magistrate judges. For the entire “general population” – more than 30 thousand judges.

The literary allegory for the state – “the monster is oblo, mischievous, huge, stozevno” – has been known for a long time, let’s “digitize” it in a modern manner. Let’s take it without skimping on the upper levels: 3.3 million (Rosstatov’s “state administration and military security”) + 1.8 million security officials (without the Ministry of Defense, it is apparently taken into account in “military security”) + 80 thousand deputies + 30 thousand judges. Total 5.210.000 people (five million two hundred and ten thousand). As of January 1, 2022, according to Rosstat, there were 145,478,097 permanent residents in Russia. Let’s translate into a share of the population – 3.58% is obtained.

It is naive to perceive this calculation as accurate. Here are the probable “overlays” on the deputies. “Intersections” of civil state administration with the military and other “security” of the Russian Federation are not ruled out. Both regular staff and non-staff changes, and unanswered questions about the distribution of funding (how to count the “apparatus” of the judiciary?), Surely, there will be other reasons for the “error” (the same “census” of the population). Of course, a sergeant is no match for a colonel, a scribe is no match for a department head, a municipal is no match for a senator. But I vouch for the very scale of the presence of the “state” in the “country”. Okay, let’s say not 3.58%, but as much as 4%. Or even 5%. But this is a prohibitive maximum, with all the “tolerances” in the direction of increase.

But as a “cherry”, a quantitative estimate of the Areopagus of the state hierarchy, how many people directly, one way or another, determines the main policy of the Russian Federation in all its brilliance and diversity. These are the President (1), the Cabinet of Ministers (32), the Federation Council (170) and the State Duma (450), the Constitutional (10) and Supreme (170) courts, and the Central Election Commission (15) to the same mighty bunch. There is no need to brush it aside, not to take it into account, because the Central Election Commission is a “string” of legitimacy, an important factor in the current Russian statehood. It appears – 848 people, regardless of the degree of influence of specific personalities, beautiful souls out of touch with reality.

If we expand and dilute the supreme “circle” with deputies, heads of areas and departments (for example, in the presidential administration), a certain part of the generals (not all in a row), then even then we will get less than 1.5 thousand people. This, not to say that “little or much”, it all depends on the system of “checks and balances”, when the powers are balanced by control. When, there is no doubt about legitimacy (not to be confused with legality). When responsibility is said and done, it starts at the top. When an organized minority does not forget about the “scattered” majority – who and for whom.
