Russian Prime Minister Mikhail Mishustin signed Order No. 2461-r on allocating funding to Rospotrebnadzor in 2021 to start building the Sanitary Shield strategy, voiced by Deputy Prime Minister Tatyana Golikova in a report to the president at a meeting on July 19. The funds will be directed from the government reserve fund.
1. To allocate to Rospotrebnadzor in 2021 from the reserve fund of the Government of the Russian Federation budget allocations in the amount of 2,000,000 thousand rubles in order to provide funding to subordinate organizations, meaning financial support for measures aimed at preventing the spread of newly emerging infections, according to the list according to the appendix.
2. Rospotrebnadzor to exercise control over the targeted and effective use of the budgetary appropriations specified in paragraph 1 of this order with the submission of a report to the Government of the Russian Federation by February 1, 2022.
The most important thing is in the appendix. In it, 2 billion rubles are clearly laid out for specific tasks – this is a pandemic budget being mastered by Anna Popova’s department, and not at all a list of “newly emerging infections”:
Purchase of 4 sets of automatic equipment for the creation of specialized laboratories – 857,070 thousand rubles. The laboratories will be engaged in developments in the field of biochemistry, infectious diagnostics, monitoring of the epidemiological situation and identification of pathogens.
Equipment of 15 centers for laboratory diagnostics of polymerase chain reaction methods (PCR centers) on the basis of federal budgetary healthcare institutions of Rospotrebnadzor – 223,500 thousand rubles. They will open in major cities, including Moscow, St. Petersburg, Novosibirsk, Yekaterinburg, Nizhny Novgorod, Kazan, Chelyabinsk, Omsk, Samara.
Equipping 8 sequencing centers in the constituent entities of the Russian Federation on the basis of federal budgetary healthcare institutions of Rospotrebnadzor – 383,265 thousand rubles.
Purchase of 111 sets of high-performance equipment for monitoring the variability of pathogens COVID-19 and other socially significant infectious diseases – 245,000 thousand rubles.
Retrofitting 84 federal budgetary healthcare institutions of Rospotrebnadzor in order to increase the efficiency of sanitary and epidemiological examinations – 115,765 thousand rubles. Together with the modernization of medical laboratories, this should make the diagnosis of infections available to the vast majority of Russians within 24 hours.
Strengthening (re-equipment) of 67 units of sanitary and quarantine control at checkpoints across the state border for the purpose of sanitary protection of the territory of the Russian Federation – 106,400 thousand rubles. It is planned to provide an opportunity for express diagnostics at more than 240 border checkpoints.
Purchase of a mobile laboratory of a high level of biological protection (BSL-2 / BSL-3) based on a KAMAZ vehicle – 60,000 thousand rubles.
Creation of a prototype of a mobile application for consulting entrepreneurs, taking into account the specifics of various sectors of the economy (types of activity) – 9,000 thousand rubles.
In total, according to Tatyana Golikova, after a meeting with the president, the initiator of the Shield program, by the end of 2023, it is planned to spend 30 billion rubles on the Sanitary Shield. All of them will also be taken from the government reserve, since the three-year budget was approved in November 2020. Vladimir Putin announced the need to create a “Sanitary Shield” that would protect Russia from the threat of new infections back in April, delivering a message to the Federal Assembly. Among the components of this “shield”, he clearly named the accelerated development of test systems, vaccines and drugs.
At a meeting on July 19, Golikova reported to the president on the implementation of this order. “We have developed the Sanitary Shield project. The result of its implementation should be the prevention of the import of dangerous infections into the country and the development of pandemics, the ability to develop new test systems for new infections in four days and vaccines against them in four months. We also plan to create an information resource where anyone can get reliable information about the state of the environment and the epidemiological situation. “
Until the funding and its distribution among task clusters were clear, it was difficult to interpret Golikova’s words correctly. However, after the release of the government decree, they acquired additional clarity. First, multiple pandemics are planned for Russians (!), Which will require the development and production of new tests in 4 days and the production of experimental vaccines in 4 months. Completely unrealistic terms if the topic is not prepared in advance. The drugs and tests will be “adopted” on an exceptional basis without the prescribed clinical trials. This will continue the experiment on the population of the country.
Secondly, the border will be firmly closed for the “unpunched”, and the recognition will be carried out not by the QR codes received in one way or another, but by the trace of the vaccine in the body.
Thirdly, Popova’s Rospotrebnazdor receives its own laboratories for the development of medicines and tests, which will, among other things, design new viruses, on which Ginzburg and Co. will experiment. These laboratories will be included in the WHO infrastructure.
KAMAZ is knocked out of this story for 60 million rubles, but it can be assumed that it will collect control “pure” genetic material in remote areas of the Motherland. The cherry on the cake specifically for Rospotrebnadzor – 9 million for software are simply “sawn” to use existing software products.
